Your Opportunity
Reporting to the Project Delivery Business Leader (PDBL), the Technical Leader (TL) is accountable for advancing technical excellence, strengthening quality, and building technical capability across the Geospatial discipline within the Infrastructure BOU.
The TL is a peer to Regional Delivery Leaders (RDLs), working collaboratively to ensure that technical excellence is embedded into project delivery, strategic pursuits, and business operations.
The role connects technical communities of practice to project delivery, ensuring that the Excellence pillar—encompassing technical quality, digital innovation, HSSE, and disciplined execution—is consistently translated into strong project outcomes.
Primary Focus Areas Technical Excellence and Quality Leadership
Advance technical excellence across the discipline by defining, standardizing, and reinforcing technical practices:
- Establish and communicate discipline-specific technical standards aligned with regulations, industry best practices, and internal requirements
- Promote consistent application of QA/QC processes, design standards, and technical review practices across projects
- Provide technical oversight and guidance on complex or high-risk projects
- Lead resolution of technical issues, ensuring appropriate risk mitigation and continuous improvement
- Ensure consistency in technical approaches across regions and BCs
Integration with Project Delivery
Embed technical expertise into project delivery in collaboration with RDLs, Delivery Directors for Digital Practice, Global Delivery Centers, Project Management, and Project Controls, and Project Managers:
- Work closely with delivery leadership to ensure appropriate technical expertise is applied to projects
- Support project teams by facilitating access to the appropriate technical capabilities across the discipline
- Contribute to major pursuits and key project reviews with technical leadership and input
- Reinforce that technical excellence is a core component of project outcomes, fully integrated into delivery
Collaboration with Delivery Leadership (RDLs & BOU Delivery Directors)
Work in close partnership with Regional Delivery Leaders and Delivery Directors for Digital Practice, Global Delivery Centers, Project Management, and Project Controls to align technical excellence with delivery performance:
- Collaborate with RDLs to ensure technical standards, expertise, and oversight are consistently embedded across the regional project portfolio
Partner with Delivery Directors for Digital Practice, Global Delivery Centers, Project Management, and Project Controls to strengthen alignment between technical disciplines and project execution practices
- Support identification and intervention on technically complex or at-risk projects, providing targeted technical guidance
- Contribute to resourcing discussions to ensure alignment between technical capability and project needs
- Participate in delivery governance forums to align on priorities, risks, lessons learned, and continuous improvement actions
- Ensure feedback from project delivery is captured and translated into improvements in standards, tools, and practices
Technical Community Leadership
Build and lead a connected, high-performing technical community across the discipline:
- Develop and implement a Technical Discipline Strategic Plan aligned with Infrastructure priorities
- Establish and execute a Technical Discipline Engagement approach to connect practitioners across regions
- Foster collaboration across Business Centers and regions to share knowledge and best practices
- Support succession planning, mentoring, and development of technical talent
Innovation, Digital, and Continuous Improvement
Advance innovation and digital integration across the discipline:
- Drive adoption of digital tools, advanced engineering methods, and innovative delivery approaches
- Collaborate with digital and innovation leaders to align discipline priorities with broader initiatives
- Support implementation of AI-enabled workflows that improve efficiency, consistency, and insight generation while maintaining appropriate human oversight, professional judgment, and accountability in decision-making
- Promote practical, value-driven innovation embedded in project delivery
- Support lessons learned, knowledge capture, and continuous improvement across projects
External Profile and Thought Leadership
Strengthen the visibility and credibility of the technical discipline:
- Represent the organization in industry forums, technical committees, and conferences
- Promote thought leadership through publications, presentations, and client engagement
- Support development of technical content, project profiles, and marketing materials
- Enhance the visibility of technical capabilities and project achievements
Talent Development and Workforce Planning
Develop and sustain technical capability across the discipline:
- Support strategic hiring to address capability and capacity gaps
- Contribute to workforce planning in collaboration with regional and BC leadership
- Participate in mentoring, coaching, and career development of technical practitioners
- Identify and develop high-potential technical talent
- Engage with academic and industry networks to support the talent pipeline

Reporting and Utilization
- Reports to the Project Delivery Business Leader (PDBL)
Works in close collaboration with RDLs, Delivery Directors for Digital Practice, Global Delivery Centers, Project Management, and Project Controls and BC Leaders

- ~40% technical leadership responsibilities
- ~35% involvement in technically complex projects/programs
Typical Activities and Practices Technical Leadership and Project Support
- Provide technical leadership on major projects and key pursuits
- Participate in technical reviews, risk assessments, and design oversight
- Ensure technical standards, guidelines, and tools are accessible and applied
- Support QA/QC practices and continuous improvement initiatives
Collaboration with Delivery Leadership
Participate in regular coordination with RDLs and Delivery Directors for Digital Practice, Global Delivery Centers, Project Management, and Project Controls on project performance and technical risks
- Support identification and intervention strategies for underperforming or high-risk projects
- Contribute to regional resource and capability planning discussions
- Align technical priorities with delivery and operational needs across the project portfolio
Community Leadership and Capability Building
- Lead engagement across the discipline to support knowledge sharing, training, and development
- Support implementation of discipline strategy and continuous improvement initiatives
Collaboration and Integration
Collaborate with RDLs, Delivery Directors for Digital Practice, Global Delivery Centers, Project Management, and Project Controls, and BC Leaders to align technical capability with project needs
- Support effective deployment of technical resources across regions
- Facilitate integration of specialized and global capabilities where relevant
Innovation and Knowledge Management
- Promote innovation, lessons learned, and IP capture initiatives
- Support adoption of digital tools and improved delivery practices
Education and Experience
- Bachelor’s degree in Engineering or relevant technical discipline
- Typically 15+ years of relevant experience
- Recognized technical expertise within an infrastructure discipline (Geospatial)
- Proven experience in complex project delivery and technical leadership
- Demonstrated ability to lead across regions and influence without direct authority
Position will primarily work in an office setting. Occasional business travel will be required.
