The Strategic Sourcing Manager is responsible for executing end‑to‑end sourcing and supplier‑management processes across Capital, Site Engineering, Operations, and related business functions. This role manages procurement activities for a portfolio of goods and services, ensuring alignment with business needs, cost‑effectiveness, compliance, and operational excellence. The manager serves as the category expert, leads cross‑functional sourcing initiatives, and drives continuous improvement across sourcing processes.

RESPONSIBILITIES

  • Serve as the primary subject‑matter expert for assigned sourcing categories.
  • Identify cost‑reduction opportunities impacting Cost of Goods Manufactured.
  • Analyze supplier data to assess financial stability, performance, and risk.
  • Establish metrics and KPIs to monitor supplier performance and identify potential risks.
  • Lead supplier selection, qualification, and negotiation processes.
  • Negotiate new or revised Master Agreements with key suppliers.
  • Ensure strong Supplier Relationship Management practices across categories.
  • Partner with Business Areas and Stakeholders to identify new process‑improvement opportunities.
  • Modify or implement methods that drive operational process improvements.
  • Apply Lean and Operational Excellence principles to sourcing workflows.
  • Drive compliance with internal sourcing procedures and ensure documentation of all sourcing decisions.
  • Prepare and execute sourcing processes including RFIs, RFPs, RFQs, purchase orders, contracts, and agreements.
  • Lead cross‑functional sourcing teams for supplier selection and negotiations.
  • Collaborate with Corporate Risk Management to assess insurance coverage requirements.
  • Work with Legal to resolve terms and conditions with suppliers.
  • Partner with Engineering, Operations, Quality, Finance, and other business functions to ensure sourcing alignment with project needs.
  • Create and manage electronic RFPs using systems such as ARIBA and SAP.
  • Execute purchase orders once implementation criteria are met.
  • Support capital projects, site engineering initiatives, and operational procurement needs.
  • Ensure sourcing activities comply with internal procurement policies and industry standards.
  • Document sourcing decisions and maintain audit‑ready records.
  • Monitor supplier performance stability and escalate risks as needed.

Requirements

EDUCATION REQUIREMENTS

  • Doctorate OR
  • Master’s degree + 2 years of directly related experience OR
  • Bachelor’s degree + 4 years of directly related experience OR
  • Associate’s degree + 10 years of directly related experience OR
  • High School/GED + 12 years of directly related experience.

PREFERRED QUALIFICATIONS

  • 8+ years of strategic sourcing, capital procurement, operations/manufacturing, or project‑management experience.
  • Hands‑on experience delivering capital projects.
  • Proven sourcing experience across capital construction categories (A/E services, construction management, manufacturing equipment, automation integration, commissioning, validation, general contractors, trades).
  • Strong end‑to‑end tendering, supplier negotiation, contracting, and e‑sourcing expertise.
  • Demonstrated ability to lead complex, cross‑functional, and geographically dispersed teams.
  • Experience developing sourcing plans, conducting eRFX/bid analyses, leading supplier selection, and negotiating commercial terms including incentives/penalties and change‑order management.
  • Excellent stakeholder‑management, presentation, communication, and relationship‑building skills.
  • Ability to work independently with minimal direction while ensuring compliance and timely execution.
  • Advanced Microsoft Excel and PowerPoint skills.
  • Fluent written and spoken business English and Spanish.
