GENERAL POSITION SUMMARY:

Directs the organization's financial planning and accounting policies, procedures, processes, and operations as well as its relationship with funding sources and banking institutions.  Interpret and communicate the fiscal operations of the Agency to provide information and guidance to the Chief Executive Officer, governing board, and other managers.  Responsible for overall Agency fiscal health; custodian of funds, securities, and assets of the organization.

ESSENTIAL JOB RESPONSIBILITIES:

PERFORMANCE INDICATORS

Financial Management (50%)

  • Evaluates, develops, and recommends fiscal policies, processes and procedures that will result in sound fiscal management.
  • Analyzes, interprets, and communicates operational issues and their financial impact to provide information and guidance to Agency managers and provide technical support to Agency programs and departments.
  • Appraises Agency’s financial position and acts as lead in fiscal management to ensure the most efficient use of the Agency’s monies and compliance with grant funding and licensing agencies.
  • Oversees the operation of the Finance Department’s computerized fiscal management system necessary to maintain proper records and to afford adequate accounting controls and services; analyze and recommend data processing alternatives.
  • Oversees the preparation of Agency budgets and funding proposals; monitors status of program accounts; allocation of administrative costs and indirect revenues.
  • Directs and coordinates development of budget processes, analyses and year end projections; preparation of financial statements and reports as required.
  • Enforces the Agency Safety program.
  • Other duties as assigned within the scope of position classification.

Recordkeeping (20%)

  • Maintains all official accounting records in conformance with generally accepted government accounting principles.
  • Prepares monthly budget reports for CEO, management staff, Board and Policy Council.
  • Monitors, tracks and reconciles cash flow of bank and grant funds. Prepares and inputs adjusting journal entries as needed.
  • Other duties as assigned within the scope of position classification.

Supervision (10%)

  • Oversees work of Fiscal Department personnel; checks for accuracy and compliance; answer questions and provide guidance; evaluate performance.
  • Oversees the payroll operations, taxes and tax reporting in an accurate and timely manner.
  • Possesses knowledge to serve as backup for payroll, accounts payable, and accounts receivable as needed.
  • Other duties as assigned within the scope of position classification.

Regulatory Compliance (10%)

  • Develops and oversees the annual audit process and internal control procedures, ensuring timely completion.
  • Regularly monitors functional areas (fiscal and payroll) to assure compliance with requirements of Head Start Performance Standards and local, state and federal regulations.
  • Researches, interprets, revises and creates policies involving financial topic.
  • CACFP-regularly monitors to ensure compliance with requirements of childcare and adult food program.
  • Other duties as assigned within the scope of position classification.

SECONDARY FUNCTIONS:

  • Works effectively as a team member; is able to give and receive information in a positive manner.
  • Presents formal presentations as requested to the Board of Directors, Policy Council, and staff.

MINIMUM REQUIREMENTS:

  • Bachelor's degree in Accounting or Finance and six years senior-level, hands-on accounting/financial management experience with at least three years’ experience in a supervisory capacity. CPA preferred.
  • Bilingual, bi-literate, English/Spanish, English/Punjabi, English/Hmong, and/or other language ability based on program needs preferred.
  • State regulations require a physical examination, current tuberculosis test, and verified fingerprint and criminal records clearance before beginning work.
  • Possession of a valid drivers' license; current personal vehicle insurance, or safe driving record sufficient to ensure insurability through Agency policy.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Sustained concentration and ability to handle multiple tasks often simultaneously.
  • Strong organization and time management skills; ability to meet tight deadlines.
  • Ability to handle highly stressful and sensitive situations in a professional manner.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
  • Ability to work with and apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations, report generation and spreadsheet development. 
  • Ability to apply concepts of basic algebra and conceptualize and present mathematical information in graph format.
  • Ability to understand and use a variety of computer applications and appropriate software, including spreadsheets, word processing; and workplace electronic technology, including Internet access, networking, and e-mail.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in written, mathematical or diagram form and deal with several abstract and concrete variables.
Qualifications
