Title: Financial Management Payment Integrity Specialist - (CPA Certification/PIIA Experience)

Location:  Washington, D.C. (Hybrid)
Clearance:  Public Trust
Security Clearance Statement: This position requires a government security clearance; the applicant must be a U.S. Citizen for consideration.

Period of Performance: June 1st 2025 - October 31st 2025
Work Schedule: 8 am – 5 pm
Work Day:  Monday – Friday

Objective:

The Financial Management Payment Integrity Specialist will support Aalis Management Consulting, federal government agency, in evaluating payment processes, ensuring compliance with the Payment Integrity Information Act (PIIA), and enhancing internal controls over cash disbursements. The contractor will document key processes, assess risks, recommend improvements, and assist in monitoring accounts payable to ensure accuracy and efficiency.
Key Responsibilities:
  • Assess the Agency’s payment and cash disbursement processes for compliance with PIIA and other federal financial regulations.
  • Identify control gaps and recommend enhancements to mitigate fraud, waste, and abuse risks.
  • Document end-to-end payment processes, including accounts payable, obligations tracking, and accrual methods.
  • Evaluate the design and operational effectiveness of existing internal controls.
  • Develop and implement corrective action plans for control deficiencies.
  • Review invoices, payment vouchers, and obligations to ensure accuracy and compliance.
  • Develop or enhance a tracking system for payments, accruals, and outstanding obligations.
  • Support financial audits and respond to audit findings related to payment integrity.
  • Serve as the single point of contact (POC) between the contractor and the Government teams.
  • Assign tasks, manage contractor resources, and maintain accurate timekeeping records.
  • Provide regular status updates, risk assessments, and recommendations to the Office of the federal agency.
Required Qualifications and Skills:
  • Must have a Bachelor’s degree with 24+ credit hours in finance, accounting, or quantitative methods.
  • Certification: Active CPA (Certified Public Accountant) license.
  • Minimum 7+ years in financial management, internal controls, or federal accounting.
  • Extensive knowledge of Payment Integrity Information Act (PIIA) and federal payment compliance.
  • Strong background in accounts payable, cash disbursements, and financial process documentation.
  • Experience with GAAP, federal financial systems (e.g., Oracle, SAP), and audit readiness.
  • Proficiency in risk assessment, internal control frameworks (e.g., COSO), and process improvement.
  • Ability to develop tracking systems for payments, obligations, and accruals
  • Excellent communication, project management, and stakeholder coordination skills.
Preferred Qualifications:
  • Prior experience supporting federal agencies (e.g., NLRB, DOD, HHS).
  • Familiarity with OMB Circular A-123, Improper Payments Elimination and Recovery Act (IPERA), or DATA Act.
  • Experience with data analytics tools (e.g., ACL, Tableau) for fraud detection.
