If so, Serco is seeking a Senior Budget Analyst to primarily support the Program Planning & Control (PP&C) Division, apply today!

Our customer is tasked with developing, testing, procuring, fielding, and maintaining the FLRAA Weapon System with First Unit Equipped (FUE) scheduled for 2030. Serco will provide Engineering, Logistics, and Acquisition and Strategic Planning Services to support of the Future Long Range Assault Aircraft (FLRAA) Project Management (PM) Office. The primary place of performance is Redstone Arsenal, Alabama or authorized virtual work location.

You will be joining a team of 25-40 full-time, highly experienced, and qualified acquisition, logistics and engineering professionals led and managed by Mr. Dave Schairbaum, who previously led the Air Force Combat Rescue Helicopter (CRH) development program as Program Director.

In this role, you will:

• Provide input and recommendations to support budget preparation and management, inclusive of all program life cycle phases IAW applicable DoD Directives, Army regulations, and policies
• Compile and analyze financial information to support project staff decisions through financial and business analysis
• Develop draft budget recommendations to support conduct long range planning
• Support the following cost estimating and budget activities:
  • Independent Government Estimate
  • Independent Cost Analyses
  • Program Office Estimates
  • Cost Analysis Requirements Description
  • Analysis of Alternatives
  • Cost estimating activities in support of:
    • Cost/acquisition teams
    • Design-to-Cost reviews
    • Source Selection Evaluation Boards
    • Army acquisition process, to include Operating and Support (O&S) and Life Cycle Cost/Total Ownership cost activities

• Support Operations research analysis in support of cost effectiveness related studies, such as:
  • Milestone Reviews
  • Life-Cycle Cost/Design-to-Cost
  • O&S Cost Reduction Analysis
  • Cost Risk Evaluation
  • Technical Risk Evaluation
  • Warranty Cost Effectiveness Analysis
  • Cost Estimating Relationship Methodologies
  • Budget Preparation Support
  • Earned Value Management
  • Estimates at Completion
  • Analysis of variance reports
  • Business Case Analysis

This position is being advertised for the purposes of a proposal. It is contingent upon contract award or funding award.

Qualifications

To be successful in this role, you will have:

• An active DoD Secret clearance
• Bachelor's degree in Accounting, Management, Business Administration or related field
  • May substitute three (3) years of additional task related experience in lieu of degree
• Eight (8) years of experience supporting federal programs (preferably for the DOD)
• Documented experience providing budget support activities on a DOD program

Additional desired experience and skills:

• Ability and willingness to travel up to an average of 25%
• Ability and willingness to support full-time on-govt site support
• Ability and willingness to support full-time, regular-recurring, and/or situational Telecommuting
