Summary
The Manager, Finance brings both a strategic and operational focus to the Finance team for program planning and financial operations, with a particular emphasis on delivery of solid financial plans and improved compliance and controls. Through management of a team of Financial Analysts and Cost Accountants, this position is responsible for overall business area financial forecasts and reporting. One participates in indirect budget planning and headcount planning and tracking. In this role, one provides financial guidance based on organizational goals and company policy.
Position Responsibilities
- Mainly focused on financial working capital, inventory, unbilled, billing, and free cash flow, provides monthly forecasting and variance reporting, preparation of monthly financial information in support of reviews by Senior Management
- Leads the identification, analysis, and monitoring of issues that affect profitability, growth, and productivity.
- Oversees and provides day-to-day leadership to assigned Financial Analysts and Cost Accountants
- Drives the accounting process within the business unit to ensure accurate books, records and compliance to key control requirements including Sarbanes Oxley.
- Function as a financial advisor to the Operations management team. Leads supporting the Operations staff in developing and interpreting financial and non-financial performance measurements.
- Leads the Monitoring and collection of inventory and cost data; reviews daily/weekly/month reports and investigates variance to ensure that financial information has been recorded properly.
- Oversees any Ad hoc support to perpetual inventory reviews, Quarterly E&O Reserve Analysis, Inventory Forecasting, Operational financial data analysis and ERP accuracy reviews.
- Leads the Monitoring of progress of Work Orders (WO) and their status address WO variance issues. Leads the reviews of inventory cost data for anomalies, researching and identifying root causes and provide information for corrective action and process improvement as necessary.
- Leads the Coordination of Capital Asset processes. Leads the process for developing cost estimates for submission, budgeting and Estimate At Complete activities for capital material, and depreciation allocations after approval.
- Oversees the ongoing analysis of process constraints, target costing projects, margin analysis and tracing costs back to underlying activities. Makes recommendations for improvements as necessary.
- Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors
- Ensures compliance with internal procedures and government procurement regulations.
- Monitor and ensure implementation of financial policies (including but not limited to: Inventory, Unbilled, Billings, Revenue Recognition, Timekeeping, Cost Allowability, etc.). Provides day-to-day financial direction to the business area.
- Supports internal and external audits. Continually review and challenge program Estimates at Complete (EAC) for both customer funded and internally funded projects, ensuring appropriate profit margins are recognized.
- Oversees program cost control activities; Understands and participates in the control of costs and schedules on internal investments or customer funded contracts requiring validated cost/schedule control system. Oversees the preparation of budgets and schedules for specific programs and financial analyses such as funding profiles, sales outlook, and variance analysis.
- Supports Indirect Department Budgeting for the assigned departments including utilization reviews and detailed variance analysis
- Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives. Implements strategic policies when selecting methods & evaluation criteria for obtaining results
- Regularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers.
- Establishes operational objectives and work plans, and delegates assignments to subordinates
- Other duties as assigned
Basic Qualifications (Required Skills & Experience)
- Bachelor’s degree in finance, Accounting or Business Administration is required or equivalent combination of education, training, and experience
- Minimum of 8 + years’ experience in relevant disciplines and at least 3 years in a leadership role
- Experienced in and knowledgeable of costing and pricing complex manufactured products and development contracts.
- Experienced in Government Cost accounting principles and FAR.
- Working knowledge of GAAP
- Experienced in and knowledgeable of ASC-606 “Revenue from Contracts with Customers.”
- Has current expertise in: 1) MS Office Suite (especially MS Excel (including v-lookups, conditional formatting, and pivot tables), 2) Hyperion, 3) ERP System such as Oracle EBS, 4) MS Project desirable
- Demonstrated keen awareness and interest in business operations including the ability to help create business strategies and objectives.

- U.S. Citizen, U.S. Permanent Resident (Green Card holder) or asylee/refugee status as defined by 8 U.S.C. 1324b(a)(3) required.
- Occasionally may be required to travel within the Continental U.S.
The salary range for this role is:
$108,275 - $153,615
