Position Overview

The Concourse Group is seeking an accomplished Federal Acquisition Support Services Program Manager to lead acquisition and procurement support services for a DHS client in a fast-paced, mission-driven federal environment. This senior-level role carries full responsibility and accountability for contract performance, deliverable quality, and client satisfaction. Provide direct oversight of a 26-person acquisition workforce of experienced professionals.

The Program Manager serves as the single point of accountability for compliant, timely, and high-quality contract performance, providing leadership across the full federal acquisition life cycle, including emergency, urgent, and surge acquisition support in response to DHS operational requirements.

Core Responsibilities

Contract Performance & DHS Mission Support

  • Maintain full accountability for contract performance in accordance with the Statement of Work (SOW), FAR, HSAR, DHS directives, and component-level acquisition guidance.
  • Serve as the primary interface with DHS Contracting Officers (COs), Contracting Officer’s Representatives (CORs), program offices, senior acquisition leadership, and corporate leadership.
  • Ensure acquisition support services are responsive to DHS mission demands, including:
    • Emergency acquisitions
    • Urgent operational requirements
    • Surge support, contingencies, or increased mission tempo
  • Proactively identify performance risks, unmet client needs, and workload surges; develop mitigation strategies and implement corrective actions.
  • Develop and deliver status reports, performance metrics, and executive‑level briefings.

Emergency Acquisition & Surge Support

  • Oversee acquisition support, ensuring alignment with applicable FAR and HSAR emergency authorities.
  • Coordinate rapid staffing, workload realignment, and acquisition prioritization during surge periods affecting DHS components.
  • Ensure acquisition documentation and decision-making reflect appropriate use of:
    • Urgent and compelling circumstances
    • Other than Full and Open Competition (OTFOC) justifications, when applicable
    • Accelerated acquisition timelines consistent with regulatory requirements
  • Support DHS efforts to balance speed, compliance, and stewardship of public funds during emergency operations.
  • Balance speed, compliance, and stewardship of public funds under high‑visibility conditions.

Leadership & Workforce Management

  • Lead, supervise, and mentor a team of 26 acquisition professionals.
  • Manage staff selection, onboarding, training, acclimation, staff planning, and professional development.
  • Establish clear performance expectations, accountability structures, and quality standards aligned with DHS priorities.
  • Review and approve deliverables to ensure accuracy, compliance, and consistency.
  • Foster a culture of accountability, professionalism, and client-first service delivery.
  • Conduct interviews, performance evaluations, and address personnel matters promptly and effectively.

Acquisition Oversight, Compliance & Tools

  • Oversee end‑to‑end acquisition activities across multiple acquisition domains (e.g., IT, professional services, A&E, general supplies, mission-critical supplies).
  • Ensure compliance with FAR, HSAR, DHS Acquisition Manual (when applicable), and component-level policies.
  • Implement quality assurance processes, internal controls, and standardized workflows.
  • Ensure effective use and understanding of government systems and tools, including PRISM, SAM.gov, DHS, and government acquisition databases, Multi‑Agency and DHS enterprise contract vehicles (e.g., GSA MAS, OASIS+, DHS enterprise solutions)
  • Develop and deliver acquisition metrics, program reports, and executive-level dashboards.

Financial & Performance Management

  • Manage contract staffing levels, burn rate, resource allocation, and financial performance.
  • Monitor and report on performance metrics, deliverable timeliness, and quality indicators.
  • Ensure consistent compliance with contractual, financial, and performance management requirements.
  • Brief Concourse Group executive leadership on performance status, risks, modifications, and key accomplishments.

Communication & Stakeholder Engagement

  • Communicate clearly and professionally with federal clients and internal leadership.
  • Distill complex acquisition information into concise, well-structured reports and briefings.
  • Demonstrate discretion and adherence to operational security (OPSEC) standards.

Business Development Support (As Needed)

  • Review acquisition-related solicitations and support go/no go decisions.
  • Identify organic growth opportunities aligned with acquisition expertise.
  • Support proposal development through technical writing and subject matter contributions.

Required Education & Experience

  1. Bachelor’s degree in business, information management, contracting, law, or a related field (other majors accepted with relevant experience).
  1. Minimum of 10 years of professional experience in the full life cycle of federal acquisition and procurement actions.
  1. Demonstrated experience leading teams of 15 or more personnel with direct performance accountability.
  2. At least 5 years of program management experience on a Federal Acquisition or Procurement program.
  3. Demonstrated experience managing the full cradle-to-grave acquisition lifecycle.
  1. Familiarity with FAR Parts 8, 12, 13, 15, and 16 contracting methods.
  2. Demonstrated ability to solve problems using a detailed and well-ordered approach.
  3. Demonstrated ability to lead effectively in high-pressure, time-sensitive operational environments.
  1. Experience in a federal acquisition context as a contractor or federal employee.
  1. Excellent written and verbal communication skills.
  2. Demonstrated ability to use the Microsoft Suite of software applications (e.g., Outlook, Word, Excel, PowerPoint, and Teams) to create and maintain documents and communications.

  1. Citizenship is required.

Preferred Qualifications

  1. Prior experience supporting DHS or DHS components (strongly preferred and weighted).
  2. Prior role as Program Manager or Deputy Program Manager.
  1. Acquisition or program management certifications (FAC C, DAWIA, PMP).
