BAE Systems' FAST Labs RF, Electronics, Cyber (R3) Converged Solutions (CS) Technical Area is growing rapidly. Ranging from the next generation of new RF/cyber algorithms to demonstration of advanced EW capabilities in integrated systems at government ranges, CS has established itself as an industry leader in the development of cutting-edge technologies. With this growth, CS is seeking a Technology Development Manager (TDM) to help execute the strategy to an expanded future state. Through innovative R&D and customer program collaboration, your work will help enable the rapid development and fielding of effects across the RF/cyber spectrum for next generation mission support. Our aim is to reduce the timeline to cross the "valley of death" between disruptive R&D technologies and their operational use.
Our TDMs combine aspects of Program Managers with aspects of Scientists to execute a portion of a product line's strategic plan by capturing and executing sponsored research programs. As a CS TDM, you will have the opportunity to create research programs that advance technology for purposes of providing discriminating capabilities in the cyber and EW mission areas and ensure transition of research efforts into BAE Systems' Business Area's products and services. You will be an integral part of technical teams executing specific programs to meet customer mission needs. You will also lead new business shaping, pursuits and capture of follow-up work via routine engagements with current and potential customers by establishing yourself as a trusted advisor to our customers.
The TDM will report to the CS Technical Group Lead (TGL) and will be based in our Merrimack, NH facility. Alternative location could be based in our Arlington, VA or Burlington, MA facilities for the right candidate. This position will require ~25% travel; primarily to the National Capital Region (NCR), Dayton OH, and other CONUS locations. Infrequent OCONUS travel may be required.
Responsibilities for this role include:

  • Transitioning technology development programs over the "valley of death" internally and externally
  • Contributing to the development of the portfolio strategy to pursue R&D funding to achieve annual growth
  • Lead and shape captures and proposals, expanding our existing technology baseline in alignment with the RF, Electronics, and Cyber (R3) strategy and vision
  • Significant customer interaction, initiating customer contact to create new business opportunities at DoD research and development organizations such as DARPA, AFRL, ONR, ARL as well as non-traditional R&D organizations
  • Collaboration across the larger BAE Systems organization to facilitate the development and transition of game-changing cyber and RF technologies
  • Principal Investigator for Cyber/EW programs, executing technical direction and guiding teams in executing complex research projects that regularly involving multiple technical fields
  • Defining, proposing, and leading independent technical research and development efforts

Because this role involves a combination of collaborative/in-person and independent work, it will take the form of a hybrid work format. A large portion of the time will be spent working on-site; with a smaller portion allowed remotely.
Required Education, Experience, & Skills

  • Active DoD TOP SECRET clearance and ability to obtain SCI & SAP
  • Experience in new DOD and/or IC R&D business capture, such as proposal writing; preferred if experience leading proposal efforts
  • Thorough understanding of the Department of Defense and Intelligence Community structure and governance processes; and experience with management, administration, and oversight of SAPs
  • Experience translating ambiguous ideas from customers into executable technology development efforts
  • Strong written and verbal communication skills with experience presenting technical research to large audiences
  • Ability to clearly articulate and document customer vision, direction, and technical detail into actionable tasks to junior scientists and engineers
  • Understanding of electronic warfare, communications, SIGINT, cyber, and electronics markets as well as R&D customer


Preferred Education, Experience, & Skills

  • Experience executing and supervising the execution of R&D internal and external activities
  • Practical understanding of product development and the DoD product development lifecycle
  • Highly experienced in facilitation and cross-organization communications
  • Experience with resource planning, staff development, and management reporting
  • Demonstrated capacity to reach across disparate technical domains to create novel solutions
  • Experience with RF hardware and software systems, common industry architectures, and/or software defined radios
  • Experience with multiple programming and scripting languages (C, C++, Matlab, Python, Bash, etc...)
  • Experience with low-level software architectures
  • Embedded system vulnerability discovery and exploitation experience
  • Ability to build and maintain relationships within business areas and customer community
  • Experience in reviewing and approving Basis of Estimates and proposals including assessment of associated risks and opportunitie


Pay Information
Full-Time Salary Range: $140690 - $239140
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
