Executive Manager/Engineer (CXTD)

[What the role is]

We are seeking an experienced Engineer or Architect to support our dynamic team delivering the CORENET X Collaboration Platform and Model Checker (MC) systems. As an Engineer or Architect playing the role of a business owner, you will play a crucial role in supporting the organisation through policy, process and system transformation brought about by CORENET X. You will be working with multiple parties, including IT vendors, BCA's internal IT team, line departments, representatives from seven government agencies, and end users, to drive the successful delivery and adoption of CORENET X. The role also involves staying at the forefront of emerging technologies, including AI, to continuously enhance and evolve the Model Checker's capabilities.

[What you will be working on]

Technological Enablers Delivery:

Gather and consolidate requirements from regulatory agencies, and support end-to-end delivery of CORENET X platform features and Model Checker capabilities. Coordinate with vendors and agencies to track milestones, manage deliverables and ensure timely and quality delivery. Monitor and evaluate emerging AI and machine learning technologies relevant to automated compliance checking, and propose ways to incorporate them into the Model Checker programme.

Model Checker Regulatory Interpretation and System Verification:

Support evaluation of state-of-the-art BIM quality and regulatory checking strategies and engage technology and industry partners on openBIM (IFC) standards and interoperability approaches. Support translation of regulatory requirements into computable logic for the Model Checker, leveraging knowledge of BIM authoring tools and IFC-SG standards. Develop and maintain BIM test scenarios and validation cases to ensure accuracy and auditability of automated checking outcomes. Plan and coordinate UAT with agencies, manage defect tracking and verify that system requirements are met before release.

Change Management and Training:

Support planning and execution of change management activities and training programmes to prepare agencies and end users for adoption of CORENET X and its technological enablers, including AI-powered features. Serve as an in-house expert on CORENET X and its technological enablers, handling queries relating to the technological enablers, BIM and IFC-SG standards and AI capabilities, and gathering feedback to inform future enhancements.

[What we are looking for]

Key Skills:

• BIM and IFC-SG Proficiency: Hands-on experience with BIM authoring tools such as Revit or ArchiCAD, and strong working knowledge of IFC-SG standards and BIM data quality requirements.
• Agency Process Acumen: Good understanding of Singapore's built environment regulatory processes.
• Regulatory Interpretation Support: Ability to assist in translating regulatory requirements into structured, computable logic for automated checking.
• AI and Emerging Technologies Awareness: Familiarity with AI and machine learning concepts and their application in automated compliance checking, regulatory interpretation or construction technology contexts. Ablility to formulate assessment and plans to incorporate relevant technologies into processes.
• Change Management and Stakeholder Coordination: Strong communication and interpersonal skills, with the ability to work effectively across agencies, vendors and internal teams. Knowledge of change management strategies and ability to implement plans across a multi-agency environment.

Requirements:

• Degree in a construction-related, architecture or engineering discipline.
• At least 3–5 years of experience in end-to-end construction projects as an engineer or architect.
• Hands-on experience with BIM authoring tools such as Revit or ArchiCAD, working knowledge of IFC-SG standards, and familiarity with BIM or digital construction workflows.
• Experience in requirements gathering, UAT coordination and system testing.
• Good communication and interpersonal skills, with ability to work across multiple stakeholders.
• Preferably good understanding of AI, machine learning or data-driven approaches, software development and testing processes, including Agile methodologies.
