The Headquarters Office of the Chief Financial Officer (HQ OCFO) requires Programmatic Subject Matter Experts (SME) support. The HQ OCFO serves as NASA’s steward and Cognizant Federal Agency (CFA) for Earned Value Management (EVM). As part of this responsibility, the EVM team delivers subject matter expertise to Headquarters organizations, Mission Directorates, programs and projects, and external partners. This support spans System Surveillance and Reviews, Systems Administration, Agency-wide EVM guidance and coordination, and Communications, Outreach, and Documentation.
Subtask Requirements and Skills
The contractor shall perform the requirements of 80MSFC26D0002, Attachment J-1, Performance Work Statement, Section 6.1, General Programmatic SME Requirements, on Task Order 80MSFC26F0030. While performing these requirements, the Contractor shall:
General Requirements
1. Demonstrated expert knowledge and practical experience in earned value management (EVM). Combined with project scheduling, desired.
2. Comprehensive understanding of NASA EVM policies and requirements, the NASA FAR Supplement, EIA-748 EVMS guidelines, OMB Circular A-11, the DoD EVMS Interpretation Guide, industry best practices, and related policies and guidance.
3. Proficiency with Deltek Cobra and Acumen Fuse; Encore Analytics’ Empower; Microsoft Project; and Microsoft Office applications.
4. Strong communication skills, including the ability to interface effectively with personnel across HQ organizations, Mission Directorates, and Centers.
5. Possession of relevant industry certifications (e.g., Project Management Professional (PMP), Earned Value Management Professional (EVP)), desired.
Specific Requirements
- 1. Provide EVMS Surveillance as the CFA for NASA-validated contractors, including conducting quarterly surveillance events and delivering annual surveillance event schedule, analysis, findings, reports, and training.
- 2. Support NASA EVM Capability for in-house projects through planning, implementation, and training; maintain the EVM System Description, processes, and training materials.
- 3. Provide EVMS Surveillance for NASA In-house Projects, including conducting quarterly surveillance events and delivering annual surveillance risk matrix, surveillance event schedule, analysis, findings, reports, and training.
- 4. Provide EVMS Compliance Reviews, Integrated Baseline Reviews (IBRs), and other assessments facilitation/support and delivering findings, analysis, reports, and training. Support DCMA reviews, as needed.
- 5. Maintain databases for EVMS Surveillance and IBR findings.
- 6. Provide Systems Administration for EVM and related software, including backup administration, software renewals, testing/version release, help desk support, central repository management, reporting, presentations, training, and maintaining EVM Teams and external websites.
- 7. Provide Agency-level EVM support, including HQ actions, initiatives, independent analyses, waivers/deviations, research, and publications.
- 8. Provide communications and outreach support and presentations for external conferences, the NASA DECM Practitioners Forum, the NASA Cost & Schedule Symposium, and other events.
- 9. Coordinate the quarterly EVM Working Group, including logistics, communications, attendee list management, agenda development, speaker coordination, and other related deliverables.
- 10. Maintain NASA EVM policies, guidance, and documentation (e.g., NFS, NPR 7120.5, EVM Implementation Handbook, IBR Handbook, etc.).
- 11. Maintain the NASA EVM training curriculum in collaboration with CFO University; schedule and deliver Agency-wide training and develop new courses as needed.
- 12. Attend and participate in weekly team meetings, customer-specific EVM meetings, and other programmatic meetings.
