Overview

Working closely with project teams, clients, contractors, procurement, and senior stakeholders, the successful candidate will identify and communicate HSE risks at an early stage, influence project strategies and budgets, and ensure that appropriate HSE resources and controls are planned and funded. This role will ensure HSE requirements are incorporated into contractual documentation, contractor scopes, procurement packages, and project HSE plans. During delivery, the Project HSE Manager will oversee HSE performance, manage project HSE resources, and ensure that projects are executed in accordance with contractual, client, regulatory, and Ramboll requirements. The position works in close cooperation with the wider Energy HSEQ team and will also contribute to the continued development of HSE capability within the Americas business.

Project Responsibilities

· Act as the designated Project HSE Manager for major projects, including EPC and EPCM as well as other contract models, providing project HSE leadership across all phases from business tender development, tendering, and early-stage planning through execution and close-out.

· Ensure HSE requirements, risks, opportunities, resource needs, and cost implications are identified early and clearly communicated to support informed decision-making, project strategy, and budget allocation.

· Work closely with clients, procurement teams, legal functions, and project management to ensure HSE requirements are clearly defined and embedded within contracts, procurement packages, contractor scopes of work, and project execution documentation.

· Ensure HSE is actively integrated into project planning, design reviews, risk workshops, operational decisions, governance forums, and project risk registers, applying lessons learned from previous projects where relevant.

· Facilitate hazard identification studies, project risk assessments, Job Hazard Analyses (JHAs), and risk reviews, applying the hierarchy of controls to eliminate or mitigate hazards.

· Monitor contractor and supplier HSE performance, verify compliance with agreed requirements, and escalate significant risks or gaps through the appropriate project governance routes.

· Manage and coordinate project HSE personnel, including establishing priorities, allocating responsibilities, providing technical guidance, and supporting competency development.

· Develop and maintain project HSE performance indicators, reporting systems, and management dashboards that provide effective oversight of safety performance.

· Organize and support HSE training, inductions, and ongoing safety sessions appropriate to roles, equipment, risks, and project phases. ·

Lead or oversee audits, inspections, assurance activities, and project management reviews, ensuring findings, actions, learning, and corrective measures are tracked and effectively closed out.

· Act as the primary project HSE interface with client representatives, contractors, regulatory authorities, government bodies, and other external stakeholders, setting clear expectations and supporting a proactive safety culture.

· Ensure compliance with applicable legislation, industry standards, client requirements, company policies, and Ramboll management systems throughout project execution.

· Support and lead (where needed) incident investigations, communicate learning, and drive continuous improvement across projects and future tender planning.

Other responsibilities

· Collaborate with Geography teams on HSE matters and advise senior management on risk management and regulatory compliance. 

· Act as a strategic advisor and contribute to the development of organisational and project safety culture.

· Contribute with HSE input to construction tenders, ensuring risks associated with site work and travel are adequately addressed and followed up.

· Assist with the implementation of Ramboll’s HSEQ management system, support non-conformance reporting, follow-up, and analysis in cooperation with the applicable HSEQ leads, and plan internal audits in cooperation with the wider HSEQ team.

· Lead and coordinate responses to external client audits.

Requirements

· A minimum of eight years’ site-based HSE experience on EPC projects and a minimum of five years’ experience within engineering consultancy projects.

· Demonstrated experience in Project HSE Management on EPC and EPCM projects across multiple phases of project delivery.

· Experience of early-stage project HSE planning, including tender support, risk-based budget development, resource planning, and preparation of project HSE deliverables.

· Experience developing HSE requirements for contracts, procurement packages, contractor scopes, and contractor management processes.

· Experience leading project HSE teams and managing HSE performance through KPIs, reporting frameworks, assurance activities, and management review.

· Strong stakeholder-management and influencing skills, with the ability to work effectively with project, engineering, procurement, construction, client, contractor, and leadership teams.

· Good knowledge of applicable US HSE laws and regulations, specifically OSHA 1926 and 1910, together with relevant professional certifications, such as CSP, NEBOSH, CRSP, or equivalent.

· Knowledge of ISO 9001, ISO 14001, and ISO 45001.

· Effective written and verbal communication skills across all relevant stakeholder groups.

· Experience working on international projects is considered an advantage.

· Willingness to travel regularly to client and project sites is required. Travel levels will vary depending on project phase and business need, but candidates should expect travel to be a frequent and important part of the role.

Salary Transparency Statement

The anticipated base salary range for this position is $116,000 to $144,000 yearly. This range reflects the compensation we reasonably expect to offer at the time of posting. Actual compensation will vary based on factors such as location, skills, experience, education, and internal equity. Because we operate across multiple U.S. markets, pay may differ depending on the cost of labor in specific locations. In addition to base salary, this position may be eligible for bonus, overtime or other forms of compensation and we offer a comprehensive benefits package that supports well-being, professional development, and work-life balance.
