AECOM is seeking an experienced Enabling Works Project Manager to join our team in Dublin. 

This is an exciting opportunity for candidates eager to take the next step in their career, delivering multidisciplinary infrastructure projects that shape the future of Ireland’s transport landscape.

You will play a leading role in the design and delivery of projects across roads, rail, public transport, greenways, and enabling works, working alongside a collaborative and innovative team.

What you’ll do

The Enabling Works Project Manager is responsible for the strategic planning, coordination, and delivery of early-stage enabling works across major infrastructure or development programmes. This includes activities such as site preparation, utility diversions, demolition, surveys, and other essential pre-construction works. The role ensures these activities are completed safely, on time, within budget, and to the required quality standards, enabling a smooth transition into the main construction phase.

Within the MetroLink programme, the Enabling Works Project Manager will play a pivotal role in the successful delivery of all enabling works packages, specifically the Enabling Work M100 Contract packages (M110 M170). This includes supporting the management and coordination of key stakeholders and interfacing parties across all project phases—design, planning, procurement, construction, and operations.

The role is instrumental in aligning early works with the programme’s broader operational integration goals and ensuring compliance with established safety, environmental, and quality standards.

Key responsibilities include:

  • Ensure each package is delivered in line with programme timelines, regulatory requirements, and stakeholder expectations.
  • Liaise with local authorities, heritage and environmental bodies, and utility providers to maintain compliance and effective coordination.
  • Oversee the integration of enabling works into the wider programme, minimising disruption to subsequent phases.
  • Monitor and report on progress, risks, and mitigation strategies related to enabling works.
  • Ensure all activities are carried out with a strong focus on safety, environmental protection, and community impact.
  • Define and manage project scope, budget, and schedules.
  • Track project performance and adjust plans where necessary to maintain delivery objectives.
  • Ensure compliance with all relevant safety regulations and building codes.
  • Prepare and present clear, accurate progress reports to stakeholders.
  • Proactively identify and resolve issues or delays to keep projects on track.
  • Undertake site inspections and enforce quality control standards.
  • Manage and administer contracts 
  • Monitor, track, and report on project expenditure, schedule, milestones, change control, and quality performance.

    Qualifications

    Qualifications 

    Here’s what we’re looking for:

    • An Irish National Framework Qualification Level 8 or higher in Civil Engineering or related discipline. International applicants will hold an equivalent recognised by the International Engineering Alliance (from a signatory of the Washington Accord).
    • Degree in Civil Engineering or related discipline; Chartered Engineer status (or working towards) is highly desirable.  
    • 5-9 years’ relevant experience in the design and delivery of major roads, major public transport, light rail, rail, or enabling works projects.  Or similar transferable experience from water, energy, or utilities sectors. 
    • Proven track record of leading project teams and delivering projects to programme and budget.  
    • Strong knowledge of Irish and European design standards, planning processes, and statutory requirements.  
    • Experience preparing and reviewing technical reports, drawings, specifications, and tender documents.   
    • Ability to manage multiple priorities and work effectively in a fast-paced, dynamic environment.  
    • Commercial and financial awareness within a package or project environment working with a supply chain. 
    • Experience of developing and forming relationships with stakeholders at all levels

    Desirable experience / Qualifications: 

    The following are areas of desirable skillsets and qualifications for the role: 

    • Project Management Qualifications, such as PMP 
    • Construction Manager Qualifications, such as CCM 
    • NEC3/4 ECC Supervision Accreditation 
    • Chartership, or close to Chartership in relevant professional body 
    • OSHA Safety Certification 
    • Professional registration with institution e.g. ChPP - or working towards this
