- Full review of submittals for temporary provisions, ie. temp power, temp cooling, load banking etc.
- Review of proposed substitution requests after submission to EoR.
- Ensure all expected submittals are received and reviewed.
- Review EoR comments on returned submittals to ensure they meet specifications and drawings.
- Work with GC and subs to ensure the progress of the pre-fabricated modular assemblies and technical systems like the BMS, PMS, etc. are progressing to meet milestones.
- Review internal Engineering Bulletins for possible implementation on the local projects.
- Review temporary services plans from the GC to ensure they are complete, cost effective and capture required scope.
- Serve as owner primary temporary service equipment drawing and submittal review lead.
- Use client tools to broadcast identified issues that may impact other sites and review possible solutions.
- Attend GC weekly meetings for MEP and A/E coordination.
- Review coordination Revit model for early identification of problems areas include service and operational access requirements.
- Review change orders for technical content.
- Review Method of Procedures (MOPS) for various warranty work, commissioning tasks and equipment start-up to ensure the procedures are safe and reliability is maintained.
- Weekly meetings with Data Center Services (DCS) Electrical Engineers
- Site Inspections (75% effort)
- First of a Kind installation reviews
- On site review of installation for compliance with site requirements and Operational staff expectations.
- Set the standard for future installations to be best in class.
- Cover non-critical system checks. It should be noted that a Commissioning firm is under contract to establish and manage scripts and that the expectation for this scope is observation and support only.
- Review relevant test reports, ie. SCCAF, Test and Balance, NETA tests, HVAC and hydronic pressure tests, etc. for non-conforming data.
- Assist with troubleshooting when commissioning issues arise.
- Review installation for compliance with contract documents, submittals and product installation instructions.
- Support QA/QC teams in issue resolution and correction.
- Review of punch list items and issue resolution that require engineering judgment.
- BIM Issue review and resolution participation. BIM 360 is the construction management tool used for all issue observations and solution tracking. This team shall fully utilize BIM 360 for documenting field issues, discussing field observations with contractors, and reviewing validity of observations raised by various field resources.
- As-built and redline progress tracking and drawing reviews.
- Review detailed short circuit, coordination, and arc flash study (study performed by outside firm) results including, 30%, 65%, and 95% releases. Provide comments and compare study results at each release phase and compare for conformance to client SCCAF study guidelines.
- Provide technical support for Project Managers in resolving electrical systems design and technical issues.
- Review electrical equipment construction protection plans, provide comments on the plan, and perform periodic validation of the equipment protection functionality. Confirm that contractors are conforming to protection plans as permanent equipment is delivered to site and contractors are maintaining logs.
- Assist in authoring processes and procedures for electrical equipment energization and testing.
- Serve as technical resource for electrical equipment vendors and manage vendor relationships for electrical equipment. Provide technical support for equipment issue resolution and disputed electrical equipment issues.
- Work with client engineering to roll-out medium voltage quality standards and perform periodic inspection of medium voltage terminations on site to confirm adherence to established quality standards.
- Review medium voltage pull calculations, walk through cables pulling processes and perform periodic oversight of medium voltage cable pulls.
- Perform hands-on troubleshooting, identify repair plans, and participate in critical commissioning of electrical equipment such as substation switchgear, paralleling switchgear, low voltage switchgear, protective relays, HMI systems, power quality meters, and power monitoring systems.
- Work with client engineering to roll-out electrical system torque standards. Periodically inspect manufacturer and field torqued connections on site to confirm adherence to established quality standards.
- Serve as expert electrical resource for on site installation contractors to discuss electrical substation and data center equipment installation, operation, and integrated functionality.

What We Do
The fifth industrial revolution is here, and it runs on data centers and the skilled labor who build and sustain them. Behind every AI breakthrough, cloud platform, and digital connection is a data center, and behind every data center are the people who build, commission, and operate them. By bringing blue-collar jobs back to the front lines of innovation, Overwatch(SDVOSB) is proving that the future of technology depends on human expertise as much as it does on machines. Your mission-critical journey starts and scales with us. We deliver end-to-end solutions for the data center lifecycle, design, build, staffing, and sustainment, powered by a workforce you can trust.
