The Role

Frigate Support Contractor: Program Analyst- Senior

We are caring, results driven, and strive to provide a meaningful work experience.  ELS is the prime contractor for the associated Small Business Set-Aside (SBSA), Professional Support Services contract.  SBSA/PSS include: Acquisition & Program Management; Business & Financial Management; and Configuration & Data Management.
Job summary: The subject position supports NAVSEA’s PEO USC new construction program office (PMS 515) for the construction of CONSTELLATION Class Guided Missile Frigate (FFG 62). This position is contingent upon contract award.
Description: Collect, review, and analyze information in order to make recommendations to the Government. Define the nature and extent of problems. Analyze relevant data, which may include annual revenues, employment, or expenditures. Interview managers and employees while observing their operations. Develop solutions to problems. In the course of preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture. Prepare and solve mathematical models. Report findings and recommendations to the Government. Reports are usually submitted in writing, but oral presentations regarding findings also are common. For some projects, management analysts are retained to help implement the suggestions they have made.
Minimum Requirements:

  • US Citizen
  • Active DoD Secret Clearance
  • Degree: Bachelor's degree in any field
  • Experience: 15 years professional experience in program/project management and shipbuilding
  • Specialized Experience: Experience communicating with mid-high level personnel

Preferred Qualifications:

  • Degree: Master's degree in Engineering or Business Management discipline or related field
  • Certs: Project Management Professional (PMP) or DAU Level III Program Management
  • Experience: 20 years professional experience in program/project management
  • Specialized Experience: DoD/DoN procedures and Policies (DoD 5000 process)


Work Location:  Contractor Site / Washington Navy Yard, Washington, DC
Work Schedule:  The position maybe eligible for an alternative work schedule and/or telework, depending upon Government direction at contract award.
Position classification: Full Time
Travel:  <10%
Salary:  $105-115K
