Position Summary
The PAS Documentation Coordinator provides technical, administrative, documentation, records management, reporting, and operational support services to the Department of State's Office of Presidential Appointments (GTM/PAS). This position supports workforce modernization initiatives, Presidential Commission processing, records management, document control, process improvement, reporting, and implementation of ServiceNow Human Resources Service Delivery (HRSD) solutions.
The successful candidate will serve as a key contributor supporting HR modernization efforts, workflow automation, process optimization, records management, reporting, and operational coordination activities while ensuring compliance with Department of State policies and procedures.
Essential Duties and Responsibilities
Presidential Commissions Management
- Coordinate, track, manage, finalize, bundle, and deliver Presidential Commission documentation.
- Maintain commission tracking databases and records.
- Ensure accuracy and completeness of commission-related data.
- Coordinate activities with GTM/PAS Program Management personnel.
- Support process improvements and workflow modernization initiatives.
Process Documentation and Optimization
- Develop and maintain Standard Operating Procedures (SOPs).
- Create and update process maps and workflow documentation.
- Analyze current business processes and identify improvement opportunities.
- Support automation initiatives utilizing ServiceNow HRSD.
- Document business processes and modernization recommendations.
Time and Attendance Reporting
- Support workforce timekeeping activities.
- Gather, validate, and analyze time and attendance data.
- Generate recurring and ad hoc reports.
- Maintain historical records for audit and compliance purposes.
- Support integration of workforce management data with ServiceNow HRSD.
Document and Correspondence Management
- Manage official correspondence and document workflows.
- Track, process, and archive official documentation.
- Utilize Department document management systems.
- Coordinate document reviews and approvals.
- Maintain records in accordance with Department policies and procedures.
Records Management
- Develop and maintain office file plans.
- Support records retention and disposition activities.
- Ensure compliance with Federal records management requirements.
- Coordinate records archiving and retirement activities.
- Maintain document retention schedules and procedures.
Technical Writing and Content Development
- Draft and edit reports, notices, procedures, guidance documents, and policy updates.
- Develop training materials and user guides.
- Create implementation documentation and process guides.
- Support internal and external communications.
- Ensure accuracy, consistency, and quality of written products.
Program Analysis and Reporting
- Participate in program reviews and operational assessments.
- Develop reports, metrics, dashboards, and presentations.
- Perform data analysis and trend identification.
- Support management decision-making activities.
- Prepare briefings for senior leadership.
Program Support and Coordination
- Track project activities and milestones.
- Support monthly reporting activities.
- Coordinate meetings and action items.
- Maintain project documentation and status reporting.
- Support surge requirements and special projects as assigned.
Qualifications
Education
Bachelor's Degree from an accredited college or university in one of the following fields:
- Business Administration
- Public Administration
- Human Resources
- Information Systems
- Communications
- Political Science
- Organizational Management
- Related discipline
Equivalent experience may be considered in lieu of formal education.

Mid-Level Position

- At least 5 years of professional experience supporting federal programs, workforce management, human resources operations, program administration, documentation management, records management, or business operations.
- Experience with several of the following: records management, document control, technical writing, process documentation, reporting and data analysis, program coordination, workflow management, federal administrative support, human resources support, or government operations.
- Strong written and verbal communication skills, technical writing and editing proficiency, advanced Microsoft Office skills, data analysis and reporting capabilities, and strong organizational skills.
- Ability to manage multiple priorities, work independently and collaboratively, provide customer service, and perform process improvement and workflow analysis.
- Active Secret security clearance or ability to obtain and maintain a Secret clearance.
