Position Overview

All Hands Consulting is seeking experienced FEMA Disaster Recovery Project Managers to join our Recovery Cadre pipeline.

This position supports large-scale disaster recovery efforts by providing strategic advisory services, program management, and recovery coordination for government clients recovering from disaster events.

This posting is for our Recovery Cadre roster and is not an immediate hire. Qualified candidates will be added to our internal pipeline and considered for future recovery engagements aligned with their experience and availability.

Assignments may include remote support, intermittent client travel, or longer-term disaster recovery deployments.

Key Responsibilities

Disaster Recovery Project Managers support clients navigating complex recovery environments following major disasters. Responsibilities may include:

  • Provide strategic advisory support to local and state governments managing long-term disaster recovery programs.

  • Serve as a subject matter expert on FEMA recovery programs, particularly the FEMA Public Assistance Program – Permanent Work (Categories C–G).

  • Assist clients in developing strategies to maximize available federal recovery funding and align recovery projects with community priorities.

  • Oversee development of FEMA Public Assistance Project Worksheets (PWs) and supporting documentation.

  • Lead and manage multi-disciplinary recovery teams, including technical specialists, analysts, and recovery program staff.

  • Coordinate recovery activities across sectors such as infrastructure, housing, economic recovery, social services, and public facilities.

  • Support development of recovery strategies, funding approaches, and project implementation frameworks.

  • Ensure project deliverables are high quality, compliant with FEMA policies, and aligned with client objectives.

  • Provide briefings and recommendations to senior government leadership and key stakeholders.

  • Support recovery program oversight including grant compliance, documentation management, and project tracking.

QualificationsRequired
  • 4+ years of experience supporting FEMA disaster recovery programs, particularly the FEMA Public Assistance Program.

  • Experience supporting local or state governments recovering from federally declared disasters.

  • Demonstrated experience managing complex projects or multi-disciplinary teams.

  • Strong understanding of FEMA Public Assistance Permanent Work Categories C–G.

  • Strong written communication skills, including the ability to develop policy or strategy documents.

  • Strong verbal communication and presentation skills, particularly with senior government stakeholders.

  • Bachelor’s degree in a related field such as:

    • Emergency Management

    • Public Administration

    • Public Policy

    • Urban Planning

    • Business Administration

    • Economics

Preferred
  • Experience supporting large-scale disaster recovery programs or consulting engagements.

  • Familiarity with multiple federal disaster funding programs.

  • Experience coordinating recovery activities across sectors such as infrastructure, housing, economic development, and community services.

  • Experience managing large, multi-disciplinary teams with varying experience levels.

  • Strong proficiency in Microsoft Office and project management tools.

Work Environment and Deployment Expectations

Assignments may involve:

  • Remote recovery program support

  • Travel to client locations

  • Extended disaster recovery deployments supporting federal or state recovery operations

Candidates should be comfortable operating in fast-paced disaster recovery environments that require coordination across multiple agencies and stakeholders.

  • Travel or deployment requirements

Deployment assignments may include travel reimbursement and per diem depending on the mission.
