About the Job:
Responsible for directing Pacsun’s freight program related to international and domestic inbound logistics activities and administering an international Customs compliance program for the Company. Direct leadership responsibility for a team of logistics professionals and trade compliance analysts supporting Pacsun's global supply chain operations. Provide strategic oversight of activities of 3PL partners and service providers to optimize service, cost, operational efficiency, and predictability. Function as the “in house expert” for U.S. trade regulations, managing and enhancing processes and procedures while mitigating risk and company exposure. Manage other Service Providers (i.e., 3PL partners, Customs Broker, Trade Compliance Counsel) within the Supply Chain division to ensure an effective and efficient flow of goods.
A day in the life, what you’ll be doing:
- Negotiate annual ocean carrier agreements and seasonal air freight rates while monitoring market conditions.
- Administer a best-in-class supply chain program which addresses both service and cost challenges for international and domestic logistics activities.
- Act as Pacsun's primary business liaison with foreign and domestic 3PL partners, establishing service expectations, reviewing performance metrics, driving accountability, and supporting continuous improvement initiatives.
- Drive inbound supply chain visibility and exception management processes to ensure timely movement of purchase orders from origin through distribution center receipt.
- Maintain effective scheduling of inbound freight to DC from vendors.
- Assess transportation capacity, costs, carrier insurance requirements, and transit times against operational targets.
- Daily communication with cross-functional departments and perform analysis for the Pacsun team as required.
- Administer an international Customs compliance program and serve as the central figure to maximize compliance and minimize risk to the Company.
- Monitor Customs regulations, adjust procedures, and advise appropriate parties of changes.
- Take a lead role in managing and ensuring the security of the Supply Chain, maintaining C-TPAT requirements and status including the completion of the Annual C-TPAT Security Profile report with Customs.
- Identify and implement duty recovery opportunities, including duty drawback programs, to reduce total landed cost.
- Serve as liaison among all internal stakeholders and interact with Customs officials, external legal counsel, and agencies, to ensure adherence to Customs regulations.
- Maintain import document files appropriately in accordance with government regulations.
- Develop and execute long-term inbound transportation and trade compliance strategies that support company growth, speed-to-market objectives, inventory productivity, and cost efficiency goals.
- Create a service-oriented culture driven by KPI reporting and monitoring while producing continuous improvement results.
- Partner with sourcing, production, vendors, freight forwarders, and carriers to ensure adherence to routing, shipping, compliance, and documentation requirements.
- Ability to balance a strong management presence with a high level of approachability, encouraging and eliciting associate feedback and interaction.
- Proven ability to manage programs and activities of a top-class Trade Compliance program, to include the company’s First Sale program, ISA membership, and C-TPAT tier 2/3 ranking.
What it takes to Join:
- B.S. degree preferred or equivalent with experience.
- 10+ years of progressive experience in international logistics, transportation, supply chain, and/or trade compliance leadership roles. Customs Broker License is preferred.
- 5+ years leading teams and managing external logistics service providers.
- Strong knowledge and proven expertise in federal import laws and regulations, international freight forwarding processes, internal auditing programs, and a comprehensive understanding of supply chain operations.
- Experience utilizing ERP, transportation visibility, business intelligence, and analytics platforms to monitor performance and drive decision-making; Microsoft D365 experience preferred.
- Experience with U.S. Customs activities including HTS Classification, Customs Valuation, First Sale, Duty Drawback, C-TPAT, ISA, and ACE reporting.
- Excellent project management, planning and organizational skills, with strong attention to detail and follow up.
- Proven problem-solving skills with ability to identify, analyze and resolve issues.
- Excellent communication skills (verbal, written, presentation) with ability to implement and conduct training programs.
- Excellent interpersonal skills and ability to work as a team member and interact with all levels in a cross-functional environment.

Salary Range: $148,000 - $176,000

Position Type/Expected Hours of Work:
This is a full-time position. As a National Retailer, occasional evening and/or weekend work may be required during periods of high volume. This role operates in a professional office environment and routinely uses standard office equipment.
