The Town of Barnstable (population 49,000) is seeking a qualified applicant to fill the full-time position of the Director of Assessing to work under the administrative supervision of the Town Finance Director. The Director of Assessing is responsible for the professional, administrative, technical and supervisory work related to the valuation and re-valuation of all real and personal property within the Town in accordance with Department of Revenue regulations and related Massachusetts General Laws.
The salary range, depending on experience, is $132,334 - $158,151, annually based upon forty (40) hours a week, fifty-two (52) weeks a year. There is also a very generous benefits package, including paid time off, professional development and health insurance (paid at 70% of the premiums) in accordance with current Collective Bargaining Agreement. Applicants must have thorough knowledge of assessing procedures, real estate appraisal and VISION CAMA software. Must have the ability to solve complex deed and subdivision issues. Comprehensive knowledge of computers and various computer applications related to assessing/appraisal services. Ability to prepare and present testimony and defense of values on appeal from taxpayers. Must have the ability to supervise personnel. Must have excellent interpersonal and verbal/written communications skills.
Administers CAMA system and determines valuations of real estate and personal property for assessment purposes. An outside service is used to assist with personal property and commercial valuations. Develops, prepares and submits valuations, statistical and new growth reports to the Massachusetts Department of Revenue (DOR), including participating in the annual tax rate recapitulation process. Makes recommendations regarding abatements to Board of Assessors. Prepares defense of valuation cases and represents interest of Town at Appellate Tax Board. Develops and maintains strategies necessary to adapt to changing regulatory requirements and valuation landscapes. Directs all operations in the Assessor’s Department including operation’s budget preparation and management oversight. Performs similar or other related work as required.
Bachelor’s degree with courses in business administration, finance & property assessment, more than 7 years of progressively responsible experience in the valuation of property for tax purposes in accordance with modern assessment principles including 5 years of supervisory experience; or any equivalent combination of education & experience. Certification as a MA Accredited Assessor or as a Certified MA Assessor required or the ability to obtain. Class D driver’s license.
