This is a hybrid position with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

This position can be based in Montreal, Toronto or Ottawa.

Your Role

In an environment where data has become a critical strategic asset supporting decision-making, advanced analytics and artificial intelligence solutions, CBC/Radio-Canada is implementing an enterprise-wide data governance program. The creation of the Director, Enterprise Data Governance role is at the heart of this transformation and aims to establish the foundations required for the effective, secure and consistent management of information assets.

Key Responsibilities

Framework, Policies & Compliance

• Develop, refine, and enforce enterprise-wide data governance policies, directives, and standards aligned with corporate priorities.
• Work with Legal, InfoSec, and Data Engineering to establish data classification rules, access controls, and compliance monitoring.
• Define core data concepts and maintain central governance documentation and artifacts.

Core Programs & Data Operations

• Data Catalog & Metadata: Oversee the implementation of an enterprise data catalog and metadata management processes to ensure reporting mechanisms and datasets are clear and accessible.
• Data Quality & Lineage: Stand up an enterprise data quality program and implement data lineage tracking to monitor how data moves across systems.
• Usability & AI Readiness: Partner with technology and analytics teams to make sure data is clean and structured for BI, reporting, and AI/ML models.

Governance Bodies & Stakeholder Leadership

• Manage the Enterprise Data Governance Steering Committee to align senior leadership on strategic priorities.
• Lead the Enterprise Data Council (domain leads and Data Officers) to translate strategic directives into policies and actionable initiatives.
• Drive the creation of cross-functional networks of data stewards, owners, custodians, and working groups as needed.

Data Literacy & Culture

• Lead change management, training, and communication programs to improve overall data literacy across the corporation.
• Influence senior executives and business stakeholders to adopt governance practices and understand their role in protecting and using data.
• Build, mentor, and lead a small, high-impact data governance team.

Metrics, KPI Tracking & Reporting                       

• Define, track, and report on core governance KPIs, including data quality, issue resolution, policy compliance, and user adoption.
• Build and maintain executive dashboards to regularly report program progress and outcomes to leadership.

What You Bring

Qualifications, experience & skills

• 5+ years of experience in data management, governance, or a related field.
• Bachelor’s degree in a relevant field.
• Proven experience building and launching enterprise data governance programs.
• Experience leading enterprise-grade data catalog / data governance tooling initiatives.
• Experience developing and managing a business glossary.
• Experience operating in a national, matrixed organization.
• Bilingualism (English and French).

Technical:

• Core Skills & Technical Proficiencies: Strong hands-on experience with SQL, data modeling, structured/unstructured data governance, and ETL/ELT logic. Profiency  withPython, Jira, and workflow mapping tools is a key asset.
• Governance Tooling & Platforms: Hands-on experience with integrating and/or heavy use of enterprise data governance tools (e.g., Collibra, Alation, Informatica, Purview) and familiarity with major cloud-based data platforms (e.g.: Google Cloud Platform, Azure).
• Data Lifecycle & Quality Operations: Proven track record in building and validating data lineage, managing data quality validation/remediation, and creating or overseeing automated scripts for metadata harvesting and validation.
• Architecture & Team Collaboration: Deep understanding of modern data architectures (cloud data platforms, BI/analytics, AI/ML pipelines) paired with a strong ability to collaborate across technical, product, vendor, and business teams.
• Communication & Technical Translation: Exceptional ability to translate complex technical, architectural, and regulatory concepts into clear, actionable business language.
• Nice-to-Have Technical Assets: Familiarity with CI/CD pipelines and API-based metadata harvesting.

Non-technical:

• Ability to understand and communicate the value of data as an asset.
• Ability to manage cross-functional teams.
• Business and technical requirements documentation skills.
• Strong project management and organizational skills.
• Excellent communication and facilitation abilities.
• Ability to lead by influence and work across teams and business units at varying levels of data governance maturity.
