Job Description Summary:
The Director of Financial Planning and Analysis and Treasury is a strategic finance leader responsible for enterprise-wide financial planning, forecasting, liquidity management, and capital strategy. This role partners closely with executive and functional leadership to drive financial performance and optimize cash flow in a government accounting environment. This role will lead the development of Draper's financial plans, organizational budgeting, key metric forecasting, financial analysis and reporting. Additionally, they will direct the corporate treasury function, focusing on the development and/or enhancement of corporate treasury management policies and procedures, liquidity management strategy, management of financial institution relationships, treasury information and technology management, and the formulation and/or enhancement of risk management policies. The director exercises judgment within broadly defined policies and practices in selecting methods, techniques and evaluation criteria for obtaining results.Job Description:
Duties/Responsibilities
Lead the annual operating plan (AOP), five-year integrated business plan (IBP) and rolling forecast processes.
Lead and develop a high performing team, establishing scalable processes and analytical rigor.
Interact closely with senior management and operational leaders to facilitate the financial planning mission and broaden the level of understanding of key financial metrics
Provide actionable insights on key drivers: labor utilization, indirect rates, liquidity concerns, and other business risks
Prepare executive-level reporting packages, including monthly business reviews, board materials, and dashboards.
Develop forward pricing rates; document, submit and justify incurred cost submissions
Oversee coordination of activities with Accounting during monthly closing cycles. Insure timely and accurate financial reporting related to operating results
Develop a robust capital budgeting, reporting and capital expenditures request process and establish or enhance all related policies and procedures
Manage corporate treasury function including cash management; receipt, disbursement and protection of cash; manage the investment of surplus cash within investment policy guidelines
Develop and maintain productive relationships with BOA and other financial institutions; insure the Lab utilizes cost efficient banking operating products and services
Oversee the management of daily corporate liquidity, establishment of daily cash position and execution of fund transfers
Monitor Draper’s investment portfolios (Corporate, RPE, RPSM); ensure compliance with company policies; analyze and report performance metrics
Analyze and anticipate Draper’s operating and capital needs to insure availability of funds when needed
Skills/Abilities
Highly motivated and able to demonstrate maturity and composure while working in a fast paced environment.
Possess strong financial skills and a thorough understanding of analytics coupled with sound business judgment
Knowledge of cash management, managing financial institution relationships and dealing with banking products, practices and services.
Extensive knowledge of financial analysis, forecasting, budgeting and planning experience (including financial modeling experience).
Outstanding oral, written and presentation skills.
Able to quickly develop an understanding of the organization’s operational characteristics, business drivers and culture.
Able to establish and build relationships across the organization.
Proficiency with Excel required; PeopleSoft ERP and Adaptive Planning module is a plus.
Strong leadership, interpersonal and organizational skills are essential as its ability to prioritize and multi-task.
Strong mentoring skills for training and developing staff
Education
Bachelors degree in Finance required. MBA preferred.
Experience
10+ years experience in financial management required with a strong background in finance, planning, treasury operations and financial systems, preferably highly concentrated in the government contractor environment

$180,000.00 - $340,000.00Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreement's approved rates by location and role.
