JOB DESCRIPTION:

SAIC has an opportunity for Program Analyst to provide systems engineering and technical advisory services to a government Program Management Office (PMO). He/she will:

• Provide technical and programmatic support to PMO in the oversight for select contracts
• Support program resource tracking, analysis, management and projections of select contracts
• Provide subject matter expert acquisition support
• Assist the government to ensure alignment Technical Planning Guidance according to organization goals and objectives
• Provide analysis of specified contracts reviewed at the contract budget execution review (CBER)
• Provide technical analysis in support of Active Resource Management (ARM) Framework
• Evaluate results from Cost Analysis Management Tool submissions

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors in relevant field and at least fifteen (15) years of related experience in the Intelligence Community; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.

Required Skills:

• US Citizenship is required along with an active TS/SCI amn Poly security clearance
• Experience with budget planning, programming, budgeting and associated cycles
• Strong project management skills
• Expert Excel and data visualization skills
• Self-starter, master at multi-tasking; proactively develops plans, acts, and drives tasks to closure
• Thought leader; expert at solving complex, abstract customer requirements
• Polished communicator, written and verbal
• Generates consensus on topics with varied positions, promotes collaboration among all stakeholders

Desired Skills/Education:

• Experience as PM or Contracting Officer Technical Representative
• Familiar with JIRA, Confluence
• PMP certification

Clearance: TS/SCI with poly required
