Position Summary:
Under general supervision, the GIS Technical/Functional Analyst I provides support to
departments and end-users utilizing the GIS systems in their daily and regular business operations.
Using standard business methodology and processes, gathers, analyzes, and documents the business
rules and requirements from internal functional business units. Facilitates the implementation of
solutions to meet identified business needs, ensures the accurate implementation of District
policy, practice, and process within the GIS systems. Participates as a contributor in GIS related
projects or initiatives outside of his/her direct area of responsibility.

Minimum Requirements:
1. Bachelor's degree in Geographic Information Systems (GIS), Geography, Computer Science,
Information Technology, Engineering, or a related field; PLUS a minimum two (2) years work
experience directly related to the duties and responsibilities specified for this position.
2. Technical proficiency in one or more areas of GIS, including but not limited to: ArcGIS for
Desktop, ArcGIS for Server, ArcGIS for Mobile, ArcGIS Portal/Online (AGOL).
3. Knowledge of several functional areas including, ESRI GIS and Spatial Database
Engine (SDE), spatial information models and rules, drafting and design, analysis.
4. Desired proficiency with technologies underlying the GIS components, such as, but not limited
to, SDE and database tools, Model Builder web technology, Python, Arcade, mapping APl's, SDK's,
JSON, Java, and/or JavaScript.
5. Advanced proficiency in computer software such as Microsoft Word, Excel, PowerPoint, and
knowledge of enterprise software.
6. Ability to learn new or upgraded computer software as required.
7. Strong analytical, problem solving, and organizational skills.
8. Demonstrated ability to communicate effectively verbally and in writing with diverse
clientele, including technical and non-technical personnel both internal and external to the
District.
9. Ability to focus on business solutions and results first before technology.
10. Excellent written and verbal communication skills to assist internal and external customers,
co-workers, and management professionally, regardless of provocation.
11. Capable of influencing others to achieve common objectives.
12. Demonstrated ability to organize and prioritize multiple tasks to meet deadlines.

13. Strong goal and deadline orientation.
14. Work may take place in all District locations and/or facilities.
15. Must be available for scheduled assignments outside of business hours.
16. Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes,
office lighting and noise. Requirements of the job necessitate availability to respond to
and support critical systems 24x7x365 within reason. Candidate is expected to work in or around the
District's service area.

Specific Responsibilities:
In order to effectively contribute to the objectives of the District, the GIS Technical/Functional
Analyst I is accountable and responsible for:
1. Interact with multiple departments within the District currently using or slated to be
utilizing SAP/GIS software and applications. Interactions will be with staff of varying technical
abilities and backgrounds.
2. Train multiple departments on how to use existing and new GIS software and applications.
Provide support and troubleshooting on ESRI ArcGIS Pro, operational dashboards, widgets, WebApp
Builder applications, and vender supplied applications such as Locana Lemur Pro and GEO.e/GEF.
3. Gather, define and document business requirements on behalf of the business process owners,
business system owners, subject matter experts, users, and other stakeholders, then developing
detailed functional and design specifications suitable for implementation.
4. Documentation of business processes for the purposes of cross-training staff, providing a
guide to frequently asked questions, and minimizing downtime.
5. Recommend revision to SAP/GIS related business processes to increase efficiency, accuracy, and
timeliness.
6. Expedite projects/tasks and completing user requests/changes on an as-needed basis.
7. Participate in all phases of the system development lifecycle including testing.
8. Work with quality assurance in the design and performance of acceptance tests, change control,
and release management processes.
9. Understand and comply with all pertinent District Policies and Procedures.
10. Perform a variety of other duties as assigned.
11. Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions.

Relationships:
In contributing to the objectives of the District, the GIS Technical/Functional Analyst I is
responsible for effecting constructive relationships with:
1. Supervisors and staff in assigned departments/divisions and/or Information Technology at the
District to assess business and operational needs and facilitate solutions via the effective use of
the GIS systems.
2. Professionals in other utilities and/or customer service-oriented companies to
gather information on current trends in GIS.
