Overview of Position:

Manages and directly participates in the management of system development, interface, integration and enterprise reporting system projects. Manages analysis, design, programming/development, testing, implementation, and coordinates activities and provides support throughout the entire system life cycle including project management, requirements definition, analysis, selection/acquisition, programming implementation, installation, training/education documentation, troubleshooting and technical support to ensure computer applications are designed, implemented, utilized, and managed to provide maximum benefits. Manages and directly supervises daily operations of the data integration, web applications, enterprise reporting and testing teams. Determines work schedules, monitors performance, resolves technical and project issues and educates staff.

ESSENTIAL DUTIES
1.    Plans and manages the day-to-day activities of teams including prioritization of team activities and meeting plans.
2.    Ensures integration of system configuration (coordinated design and build).
3.    Prepares summary team status reports and reviews with Project Director.
4.    Ensures completion as identified in the project plan and assesses risk impact to the project.
5.    Ensures high quality of deliverables as identified through the DBV and in conjunction with the Project Quality Control Team.  These include: Activities of one team do not adversely impact activities of another team, changes are combined when appropriate to avoid duplicate effort, thorough testing to minimize problems at go live, and quality deliverables are prepared.
6.    Manages and resolves identified issues by the project team; escalates to the Project Director issues which cannot be resolved.
7.    Develops weekly status reports that address outstanding work, issues and risks to the Project Director
8.    Applies Epic experience and training to team tasks and deliverables.
9.    Ensures team decisions are made in a timely fashion.
10.    Participate in weekly Project Director meeting and participates as needed in bi-weekly Implementation Steering Team meetings.
11.    Quickly and easily adapts to and supports change in technology and the industry.
12.    Utilizes best practice project management techniques and methodologies.
13.    Coordinates all activities within delivery services and other divisions to provide a seamless set of services to the clients.
14.    Develops sound business relationships with clients to assist with the identification of needs and requirements.
15.    Provides technical leadership to IS and the enterprise including being conversant with the future direction of information systems, how that direction will impact the enterprise, and how current and future systems can be exploited for the benefit of the enterprise.
16.    Participates in the investigation, evaluation, consulting, analysis, design and management of the systems and system projects.
17.    Independently manages, the development of project requirements, timelines, detailed specifications, work plans and resources.
18.    Coordinates the analysis of current business functions and processes to be automated and formulates a plan for automation.
19.    Provides proactive and effective project management services for all aspects of the project lifecycle.
20.    Provides guidance, direction and management for process improvement and transformation initiatives.
21.    Manages the implementation and development of components of enterprise-wide integrated information systems while providing guidance and direction to the client base.
22.    Provides direction to system development teams, reporting teams and integration teams regarding best practice methodologies, techniques and software toolsets.
23.    Supports the development and maintenance of a long-range information system strategic and operational plan.
24.    Establishes project quality standards/measures, proactively monitors the standards/measures and modifies them as appropriate.
25.    Collaborates with other project managers and members of the project team to provide integrated project management services.

QUALIFICATIONS
1.    Bachelor’s Degree in information systems or related field.
2.    Minimum 4 years project management experience.
3.    Five years of information systems experience and a minimum of three years of healthcare revenue cycle, financial and operational systems and enterprise systems experience.
4.    Skilled in Microsoft Office products including MS Project.
5.    Experience with rapid prototyping and other design/development methodologies that deliver work products and solutions quickly.
6.    Experience with XML, CSS, Java and VB Scripting.
7.    Understanding and working knowledge of HL7, X12, EDI standards
8.    Working knowledge of RPG IV, .Net, Java, C++, LotusScript, Crystal Reports,  SQL, Query and  4th generation tools. 
9.    Working knowledge of standard communication protocols including TCP/IP, DICOM
10.    Working knowledge of Object Oriented tools, data bases and development.
11.    Experience working in multi-tier Unix and Windows environments and with relational and Cache database environments.
12.    Experience working in Unix and Windows environments and with relational and Cache database environments.
13.    Understanding or the latest system development methodologies and tools including Microsoft.net, XML, CSS and Java.
14.    Understanding of enterprise report software including Crystal Reports, Epic Clarity reporting.
15.    Strong personnel management, project management, information systems project skills and technology management experience. 
16.    Strong oral/written communication skills and customer service skills.  
17.    Experience with managing large and small system selection, system acquisition, system implementation projects.
18.    Experience with concepts and project and resource management for system acquisition, system design, system implementation, system development and system maintenance.  
19.    Experience with process re-design and process re-engineering methodologies and techniques.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS
1.    Input and review data through a personal computer (PC).
2.    Read, write and utilize manual and computerized systems and documentation.
3.    Collect data, interpret findings, set priorities and carry out established plans.
4.    Regularly lift and/or move 25 lbs.
5.    Occasionally climb, balance, stoop, kneel, crouch or crawl.
