Job Title: Data Governance and Management Specialist (Microsoft Purview)

Position Summary
Dhaka Technologies Limited Company is hiring for the role of Data Governance and Management Specialist on behalf of its client, a state government agency, to support a Medicaid modernization initiative. The specialist will define and document how Medicaid data is governed, cataloged, traced, and managed across State systems, using Microsoft Purview as the primary platform. The role works onsite alongside State Medicaid staff and State IT resources to build a Medicaid data catalog, document data lineage, and produce a Data Governance and Management Plan with practical recommendations for tools and process improvement.
Key Responsibilities
- Gather requirements with State IT resources and agency staff to identify Medicaid data sources, current data mapping, and existing interface structures. Mainframe data is accessed only through State IT resources.
- Build and maintain a Medicaid data catalog in Microsoft Purview, including business glossary terms, data classifications, metadata, and data owner and steward assignments.
- Document end-to-end data lineage showing how Medicaid data moves between systems, how it is reported to internal and external partners, and how it is stored, organized, and secured.
- Develop the Medicaid Data Governance and Management Plan in consultation with agency and State stakeholders, covering policies, roles, standards, data quality, security, and compliance.
- Assess current data governance and management practices and recommend improvements in data governance, data cataloging, data sharing, and system integration.
- Identify risks related to current data management, including data inconsistencies, integration challenges, and security or compliance gaps.
- Recommend tools to support data governance, data cataloging, and data lineage.
- Prepare a monthly status report on work completed and timelines.
- Perform other related duties as assigned.
Requirements
Required Qualifications
- Expert level knowledge of Microsoft Purview, including Data Catalog, Data Map, lineage, classification, and business glossary.
- Minimum senior level healthcare services knowledge, expert level preferred. Medicaid or MMIS experience is strongly preferred.
- Demonstrated experience implementing data governance programs and applying governance frameworks and best practices such as DAMA-DMBOK, COBIT, or TOGAF.
- Proficiency with relational SQL and NoSQL database technologies.
- Deep understanding of enterprise database management and design best practices.
- Understanding of business intelligence concepts.
- Strong analytical, written, and verbal communication skills, with the ability to work with technical and non-technical stakeholders.
- Ability to work onsite in Sioux Falls, South Dakota for the duration of the engagement.
