The Government Training Engineering (GTE) organization is seeking an experienced and highly motivated leader to join our Courseware Design & Instruction (CD&I) team. The First Line Leader (FLL) will be responsible for one or more major platforms teams within the Air Dominance supporting contracts (F-18, F-15, T-7, MQ-25), but may be asked to support the Mobility, Bombers and Surveillance or Vertical Lift Platforms team members which include Domestic / International customers.
A typical team would consist of ~10-20 customer training specialists with various domain expertise, such as, Pilots, WSSO’s Maintenance SMEs, Instructional System Designers, Computer Based Training Programmers, and Graphics Artists/Animators.
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the listed location site, Hazelwood MO.
POSITION RESPONSIBILITIES:
- Manage and lead a team responsible for the overall design, development and delivery of learning solutions required to meet contractual requirements and obligations
- Manage project performance and provide Cost, Quality and Schedule reporting for courseware programs to stakeholders
- Monitor performance and take appropriate action to increase throughput, first pass quality and customer satisfaction
- Manage team's deliverables and action plans:
- Responsible and accountable course design, development and delivery of training solutions that are aligned and in support of all specification requirements, program objectives, and contractual commitments to ensure customer satisfaction.
- Responsible for reading, understanding, and executing on-contract Statements of Work.
- Responsible for the development and response of all requested Request for Proposals (RFP), Rough Order of Magnitude (ROMs), and final pricing estimates, to include material dollars.
- Develop internal / external integrated schedules as required for efficient, effective and timely design, development, validation, and implementation of the Courseware deliverables.
- Ensures Risks, Issues and Opportunities (RIO) are tracked, managed and mitigated
- Ensure compliance to company rules and regulations, other instructions, specifications and quality standards.
- Provide managerial oversight and coordination support of 3rd party suppliers
- Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports
- Responsible for employee workforce development: on-boarding, performance discussions and appraisals, coaching and mentoring, career development, and identify/providing skills improvement opportunities.
- Identify, coordinate and complete certification and skill training needed to meet business, legal and contractual requirements.
- Provides inputs to engineering technical strategies, goals, and objectives
- Ensure processes are efficient, effective and continuously improved.
- Coordinate with Core Functional Disciplines to share and become aware of “Lessons Learned” and “Best Practices (i.e. Best Processes)”. Employ applicable “Lessons Learned and Best Practices” in a timely manner.
- Identify process or tools to evaluate, review; create / update evaluation plans; collect, analyze synthesize, evaluation data, and report business cost / benefit impact
- Create and supporting various IRAD and new business proposal campaigns
QUALIFICATIONS (REQUIRED SKILLS/EXPERIENCE)
- Minimum of 5 years of managerial/leadership experience in the Military or Department of Defense Aerospace business.
- 5+ years’ aircraft operational and technical knowledge, and experience working with technical specification and procedural requirements
- 5+ years’ written and verbal communication skills, and must be able to effectively communicate data in Senior Leadership briefings
- 5+ years of experience fostering effective business relationships.
- 5+ years of experience leading cross-functional, cross-discipline teams to achieve common goal and drive business transformation
- 5+ years of experience with schedule and budget management (e.g., Earn Value Management), customer communication, as well as understanding of execution of program planning to ensure cost, schedule and technical baseline requirements are met
PREFERRED SKILLS/EXPERIENCE
- Bachelor's degree and typically 10 or more years' related work experience OR an equivalent combination of education and experience.
- Experience managing high level projects for Senior Leadership and Customers
- Education and Experience applying Program Management Best Practices (PMBP) to include but not limited to planning, scheduling, executing, monitoring and controlling projects, programs and portfolios
- Proven success delivering results that met or exceeded customer expectations
- Experience in the design, development and delivery of learning solutions for our Defense Customers (re: USG and FMS).
- Critical thinker with data analytic & issue resolution skills; experience using the Boeing Problem Solving Model (BPSM)
- Experience with the identification and implementation of process improvements to learning enhance related solutions.
- Experience using learning management systems and the development of learning paths
Travel:
Ability to travel to support business and team requirements as required (approximately 10%)

Summary pay range: $123,250 - $166,750
