Job Description:

Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large Department of War customer in the Huntsville area to successfully deliver a significant new headquarters project.

In our anticipated role, Parsons will provide Owner’s Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. 

What You'll Be Doing:

  • Overall Responsibility for the Integrated Master Schedule (IMS), Risk Adjusted Program Cost Estimate, and Risk Management for a multi-billion dollar Federal Program.
  • Responsible for directing the cost, schedule, and risk staff.
  • Ensures the organizational structure is efficiently planned and adequately and competently staffed.
  • Assists HR/Talent Acquisition team to recruit, hire and onboard qualified personnel.
  • Supports development and consistent application of Construction Management and Program Controls processes across this Progressive Design Build (PDB) project.
  • Develops and implements program control solutions to technical and contractual challenges to maintain construction progress and cost of a PDB contractor.
  • Tracks all field and construction progress key performance indicators for program success including cost, work in place and schedule. Ensure that subordinate staff provides upward reporting to the Program Management Office that is clear and accurate.
  • Responsible for the successful implementation of Parsons’ CM services to meet program goals including on-schedule completion, within budget, safely, and in accordance with contractual quality obligations for the project.
  • Collaborates and provides leadership confidence of managing the project to budget.
  • Identifies design, supply chain and construction risks along with program and project specific mitigation strategies. Manages project risk profile within the Program Management Office corporate risk and control framework to govern, assess, mitigate and manage operational and financial risks at the task and project level.
  • Develops and implements plans to rectify potential cost overruns or schedule delays, or to accommodate significant changes to the scope of work.
  • Monitors and provides clear reporting to management and the client on the progress of all project activity, including significant milestones, and any conditions affecting project cost or schedule.

What Required Skills You'll Bring:

  • Bachelor’s degree in a related field (Engineering or CM preferred).
  • Relevant experience with Progressive Design Build, CM at Risk, or other early contractor involvement/alternate delivery methods.
  • Deep understanding of CPM scheduling, cost estimating, cost analysis and qualitative/quantitative risk analysis.
  • Certification(s) ideally pertinent to any of the above disciplines.
  • 15+ years of broad and diversified experience with a strong reputation for providing life cycle program management on mega multi-$B Federal construction programs.
  • Excellent written and oral communications skills.
  • Advanced leadership skills with ability to perform in a Senior management capacity.
  • Strong background in Federal Government contracting, including acquisition and procurement processes related to construction including experience with pricing strategy and negotiation techniques.
  • Expert knowledge of standard practices for Construction Management.
  • Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies related to large construction programs.
  • Must be a US Citizen and able to pass required federal background checks.
  • Must have a valid driver’s license. Refer to Job Description for Education and Experience Requirements
  • Must have a current/active Secret clearance (TS/SCI clearance HIGHLY PREFERRED)

What Desired Skills You'll Bring:

  • Experience with leading cost estimating, scheduling and risk tools; such as, Primavera P6 (latest version), MS Project, Acumen Fuse, Acumen Risk, Safran Risk, US Cost Success, USACE’s MII, and other similar software.
  • Experience with industry best-practices for cost estimating, scheduling and risk; e.g., GAO, DCMA and AACEi.
  • Experience leading the architecture and compilation of a complex Integrated Master Schedule (IMS).
  • Experience with a web-based Project Management Information System; such as, Procore, Kahua, USACE RMS, NAVFAC eCMS or other software solutions.
  • Program management, operations or functional expertise with strong orientation for process improvement and collaboration.
  • Proven ability to manage a group of personnel within cost, schedule, and risk functional areas and provide direction for resolving complex work assignments.
  • Demonstrated high integrity, strong work ethic, and a natural and confident leader.
  • Ability to organize and direct outcomes in a matrixed organization.
  • Experience reviewing Critical Path Management (CPM) schedules and cost estimates for multi-discipline construction projects.
  • Experience with supporting Programs from an owner’s perspective, Pending Change Orders (PCOs), Time Impact Analysis (TIA), Requests for Equitable Adjustments (REAs).
  • Ability to organize and direct outcomes in a matrixed organization.
  • Ability to manage assignments and relationships of subcontractors.
  • Demonstrated ability to establish and maintain long-term client relationships.
