STV is seeking a Cost Engineering Specialist to join our Pompano Beach, FL to join our Project Controls team.

The Cost Engineering Specialist supports the Program Controls function by analyzing program cost performance and translating that analysis into clear, decision-ready written reports for program and executive leadership. This role is centered on interpreting cost and schedule data — identifying trends, variances, and risks — and communicating findings in narrative and visual form so leadership can act on them quickly. The Cost Engineer also develops and maintains cost estimates, budgets, and forecasts across the program lifecycle, working closely with project managers, schedulers, finance, and technical teams to ensure accurate cost visibility and sound financial planning. The ideal candidate pairs strong quantitative analysis with excellent written communication and practical knowledge of earned value management (EVM), estimating, and cost/schedule integration.

Key Responsibilities

Cost Analysis

  • Analyze actual costs against budget and calculate key EVM metrics (CPI, SPI, CV, SV) to assess program health.

  • Identify cost and schedule variances, investigate root causes, and quantify their impact on program budgets and forecasts.

  • Analyze cost trends over time to flag emerging risks before they materialize into overruns.

  • Build and maintain Power BI dashboards to visualize cost/schedule performance trends for leadership and customer reviews.

  • Perform Estimate at Completion (EAC) and Estimate to Complete (ETC) analysis, including risk-adjusted forecasting.

  • Support integration of cost and schedule data to ensure consistency across performance measurement baselines.

  • Conduct cost impact assessments for scope changes, contract modifications, and change management processes.

Report Writing & Communication

  • Prepare monthly cost performance reports, variance narratives, and executive-level dashboards that clearly explain “what happened, why, and what's next.”

  • Translate technical cost/schedule data into concise, well-organized written analysis and Power BI visuals tailored to program managers and executive audiences.

  • Draft variance analysis reports (VARs) and corrective action narratives, recommending specific actions to program leadership.

  • Present cost performance findings in written and verbal formats to program leadership and customers as needed.

  • Collaborate with procurement, finance, and technical leads to reconcile cost data and resolve discrepancies.

Required Qualifications
  • Bachelor's degree in Engineering, Finance, Business, Construction Management, or a related field.

  • 3–6 years of experience in cost engineering, or program/project controls.

  • Working knowledge of Earned Value Management (EVM) principles and cost/schedule integration.

  • Demonstrated strength in cost/data analysis — able to interpret trends, variances, and root causes from complex data sets.

  • Excellent written communication skills, with a portfolio or work history that includes writing cost performance reports, variance analyses, or similar business/technical documents.

  • Proficiency in Microsoft Excel; experience with cost control software (e.g., Cobra, Deltek Cobra, MPM, SAP, or Primavera).

  • Strong analytical and problem-solving skills with high attention to detail.

  • Comfortable presenting written analysis verbally to program leadership.

  • Ability to work collaboratively across multidisciplinary teams.

Preferred Qualifications
  • Experience building dashboards or reports in Power BI (or similar BI/visualization tools).

  • Familiarity with Primavera P6 or Microsoft Project for schedule integration.

  • AACE International certification (CCP, CEP) or PMI certification (PMP, PMI-SP) is a plus.

  • Experience in [industry: transportation, construction, energy, etc.] program environments.

Compensation Range:

$79,979.92 - $91,405.62
