STV is seeking a Cost Analyst to join our Project Controls department at our Sacramento, CA office.
STV is seeking a highly motivated Cost Analyst to support major capital improvement and public infrastructure programs throughout California. This position will play a critical role in project controls, cost management, budget monitoring, financial reporting, and program analysis for complex construction projects. The ideal candidate will possess strong analytical skills, experience with project controls methodologies, and the ability to work effectively with project teams, clients, and stakeholders to maintain accurate project cost and schedule information.
Responsibilities
Maintain project cost and schedule data across an assigned portfolio of capital projects.
Prepare, update, and distribute monthly project status reports, performance metrics, and portfolio dashboards.
Support the development and preparation of Capital Outlay Budget Change Proposals (COBCPs), budget packages, planning studies, and related funding documentation.
Monitor project expenditures, invoices, change orders, encumbrances, and contingency drawdowns to ensure alignment with approved appropriations and budgets.
Track project commitments and forecast costs to completion while identifying risks and potential budget impacts.
Maintain project risk registers, action item logs, issue trackers, and decision records.
Compile and validate project information supporting agency reporting requirements, including Court Facilities Advisory Committee and Department of Finance reporting cycles.
Assist with procurement and project controls documentation related to Design-Build and alternative delivery solicitations.
Perform cost benchmarking and comparative analysis against completed construction and capital improvement projects.
Support project teams with cash flow forecasting, budget reconciliation, cost variance analysis, and earned value reporting where applicable.
Coordinate with project managers, consultants, contractors, and stakeholders to maintain accurate project records and reporting.
Ensure project controls data is maintained in accordance with client requirements, industry best practices, and organizational standards.
Assist in identifying opportunities to improve project performance, reporting processes, and cost management practices.
Required Qualifications
Bachelor's degree in Construction Management, Engineering, Finance, Business Administration, or a related field; equivalent combination of education and experience may be considered.
Minimum of five (5) years of experience in construction project controls, capital program analysis, cost management, financial analysis, or a related field.
Strong understanding of project budgeting, forecasting, change management, and cost control principles.
Demonstrated proficiency with project scheduling software such as Primavera P6 and/or Microsoft Project.
Advanced Microsoft Excel skills, including data analysis, reporting, and financial modeling.
Experience preparing detailed reports, dashboards, and presentation materials for executive-level stakeholders.
Strong analytical, organizational, and problem-solving skills.
Excellent written and verbal communication skills.
Preferred Qualifications
Experience supporting public-sector capital programs, infrastructure projects, or government-funded construction initiatives.
Knowledge of public-sector budgeting, capital appropriations, and funding authorization processes.
Familiarity with California public works project delivery methods and reporting requirements.
Experience supporting Design-Build procurement processes and documentation.
Knowledge of project management systems, cost management software, and business intelligence reporting tools.
Certification such as AACE International Certified Cost Technician (CCT), Certified Cost Professional (CCP), PMI-SP, PMI-PMP, or equivalent is a plus.
Compensation Range:
