Job Description:

The Nebraska Department of Motor Vehicles is looking for an experienced financial leader to join our team as Controller.
If you are a financial professional who enjoys analyzing complex issues, developing solutions, leading a team, and helping an organization make sound business decisions, we want to hear from you.
The Nebraska DMV is a progressive, customer-focused agency committed to providing high-quality service to Nebraskans. Our work touches the lives of nearly every Nebraska resident and supports businesses, state and local government, law enforcement, and numerous other partners. We hold ourselves to high standards for financial stewardship, accountability, efficiency, and public service.
The Controller is a key member of the DMV's leadership team and serves as a trusted financial advisor to the Director and agency leadership. This position provides leadership and oversight of the agency's financial operations and helps ensure DMV has the financial resources and controls necessary to successfully carry out its mission.
This is an excellent opportunity for an experienced financial professional who wants to do more than manage numbers. We are looking for someone who can understand the story behind the numbers, anticipate financial challenges, develop solutions, and help position the agency for the future.

Job Duties:

As the DMV Controller, you will:

  • Direct and oversee the agency's financial operations, including budgeting, accounting, revenue and expenditure forecasting, cash management, disbursements, financial reporting, and financial analysis.
  • Develop short- and long-term cash flow projections and identify trends or potential financial concerns before they impact agency operations.
  • Analyze the financial condition and sustainability of agency funds, including relationships among funds, revenue sources, expenditures, transfers, and statutory requirements.
  • Monitor revenues, expenditures, cash balances, and budget status to ensure the agency remains within authorized funding levels and has adequate resources to meet operational needs.
  • Provide financial analysis, recommendations, and strategic advice to the DMV Director and agency leadership.
  • Analyze proposed legislation and other policy changes to determine their fiscal and operational impacts on the agency.
  • Assist in preparing fiscal notes and evaluating the short- and long-term financial effects of legislative proposals.
  • Establish and maintain strong internal financial controls to safeguard public resources and ensure the accuracy and integrity of financial information.
  • Review financial operations, accounting procedures, and management practices for compliance with state and federal requirements and generally accepted governmental accounting principles.
  • Coordinate with auditors and respond to audit questions, findings, and recommendations.
  • Work collaboratively with other state agencies, federal agencies, local government partners, financial institutions, vendors, and other outside entities whose operations intersect with DMV financial activities.
  • Develop meaningful financial reports and present complex financial information in a manner that can be readily understood and used by agency leadership.
  • Lead, supervise, and develop professional financial and accounting staff.
  • Promote cross-training, succession planning, accountability, and continuous improvement within the financial team.
  • Evaluate existing financial processes and identify opportunities to improve efficiency, accuracy, controls, and service.
  • Support major agency initiatives and modernization efforts by providing financial analysis, planning, and oversight.
  • Other duties as assigned within the scope of the classification.

Requirements / Qualifications

Minimum Qualifications: Bachelor’s degree in business administration, accounting, finance, economics, actuarial science, or related field, plus seven years’ experience in the accounting/finance field including experience in the development of budgeting and accounting systems, and at least three years supervisory experience.

Preferred Qualifications: The successful candidate will be more than a technically skilled accountant. We are looking for a leader who is curious, analytical, collaborative, and willing to ask questions.

Our ideal candidate will have demonstrated ability to:

  • Develop and evaluate cash flow, revenue, and expenditure projections.
  • Analyze complex funds and understand how financial decisions affecting one fund may impact another.
  • Look beyond current fund balances to evaluate long-term financial sustainability.
  • Identify financial trends, risks, and opportunities and recommend appropriate action.
  • Understand governmental budgeting, fund accounting, and financial controls.
  • Evaluate the fiscal impact of legislation, policy changes, and new initiatives.
  • Establish effective auditing and internal-control processes while maintaining efficient operations.
  • Develop productive working relationships with other agencies and outside organizations.
  • Explain complicated financial issues clearly to individuals who may not have a financial or accounting background.
  • Exercise sound judgment and provide candid, well-supported financial advice to executive leadership.
  • Lead employees, establish expectations, hold staff accountable, and develop employees for greater responsibility.
  • Manage competing priorities and deadlines while maintaining a high level of accuracy.
  • Embrace change and look for better and more efficient ways to conduct business.

Other: Regular and reliable attendance is required.
