POSITION SUMMARY

The Contracts Specialist administers government and commercial agreements for ReadyOne Industries and ROICOM USA from pre-award review through performance, modification, and closeout. The position interprets contractual and regulatory requirements, evaluates pricing and performance risks, coordinates compliant execution across departments, and serves as a principal contact with contracting officers, SourceAmerica, prime contractors, and commercial customers. The role independently develops recommendations on significant contract, pricing, schedule, compliance, and business matters within established approval authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Contract Administration and Lifecycle Management

  • Administer assigned government, AbilityOne, commercial, subcontract, and related agreements from solicitation and pre-award review through award, modification, option exercise, performance, and closeout.
  • Analyze contract terms, clauses, schedules, deliverables, funding, and performance requirements; identify ambiguity or risk and recommend acceptance, clarification, escalation, or mitigation.
  • Prepare, review, and coordinate contract modifications, change orders, amendments, delivery orders, pricing actions, and required representations and certifications within delegated authority.
  • Monitor milestones, delivery schedules, funding ceilings, options, quantities, and other obligations; alert stakeholders to emerging risks and coordinate corrective action.
  • Maintain complete, controlled, and audit-ready contract files, correspondence, approvals, modification logs, obligation records, and closeout documentation.

Compliance and Regulatory Oversight

  • Interpret applicable FAR, DFARS, AbilityOne, SourceAmerica, Service Contract Act, customer, and commercial requirements and translate them into clear operational obligations and controls.
  • Evaluate proposed actions for contractual and regulatory compliance and advise Finance, Operations, Quality, Human Resources, Supply Chain, and Business Development on required documentation or risk treatment.
  • Support DCAA, customer, government, and program reviews by preparing records, responding to inquiries, analyzing findings, and coordinating appropriate corrective actions.
  • Track regulatory and program changes, assess their effect on assigned contracts and business practices, and recommend updates to procedures, templates, or controls.
  • Coordinate AbilityOne and SourceAmerica pricing, direct-labor, eligibility, and other assigned compliance submissions and maintain supporting documentation.

Proposal Pricing and Business Analysis

  • Support proposals and renewals through cost and price analysis, labor-rate calculations, bill-of-material review, schedule development, and compliance checks.
  • Partner with the CFO and operational leaders to develop compliant pricing positions and independently identify assumptions, variances, and financial or performance risks requiring leadership decisions.
  • Analyze contract history, cost performance, profitability, delivery trends, and risk exposure and present actionable recommendations to management.
  • Prepare contract dashboards and executive summaries covering active agreements, pending actions, expirations, financial performance, risks, and recommended next steps.

Negotiation and Stakeholder Coordination

  • Serve as an authorized day-to-day contracts contact with contracting officers, contract administration offices, SourceAmerica, prime contractors, and commercial procurement teams.
  • Develop negotiation positions and negotiate or support negotiation of terms, conditions, pricing, schedules, and modifications within delegated authority; elevate matters requiring executive approval.
  • Lead cross-functional contract reviews and communicate requirements, decisions, timelines, and accountability to internal stakeholders.
  • Represent ReadyOne and ROICOM in post-award conferences, customer reviews, contract meetings, and assigned industry or program events.
  • Protect government, customer, supplier, employee, pricing, proprietary, and company information and model ReadyOne's Mission, Vision, Core Values, ethical standards, and inclusive practices.
  • Perform other related duties consistent with the role's purpose and level, as assigned.

REPORTING STRUCTURE

The Contracts Specialist reports to the Contracts Manager, with a dotted-line relationship to the Vice President of Business Development. The position has no direct reports and works closely with the CFO, Operations, Quality, Human Resources, Supply Chain, Finance, and Business Development across ReadyOne Industries and ROICOM USA.

Qualifications

MINIMUM JOB REQUIREMENTS

Education

  • Bachelor's degree in Business Administration, Contract Management, Supply Chain Management, Public Administration, Finance, Legal Studies, or a related field is preferred. Equivalent progressive government-contract experience may be considered.

Experience

  • At least three years of progressive experience in government contract administration, procurement, contract management, or a related field; commercial contracting experience is preferred.
  • Working knowledge of FAR, DFARS, government contract types, and the lifecycle of firm-fixed-price, cost-reimbursement, or indefinite-delivery/indefinite-quantity agreements.
  • Demonstrated experience interpreting complex contract terms, assessing alternatives and risks, preparing modifications or pricing actions, and making independent recommendations on significant matters.
  • Experience coordinating proposals, cost or price analysis, contract performance, audit responses, closeout, and cross-functional corrective actions.
  • Ability to manage multiple agreements and deadlines while maintaining accurate, controlled, and audit-ready records.
  • Proficiency with Microsoft Office, contract-management databases, ERP systems, and government or customer portals used for assigned work.
  • Ability to communicate complex requirements clearly, negotiate constructively, influence stakeholders without direct authority, protect confidential information, and escalate risks appropriately.
  • AbilityOne, SourceAmerica, DLA, DCAA, SCA, manufacturing, CFCM, CPCM, or comparable experience or certification is preferred; bilingual English/Spanish proficiency is preferred.

PHYSICAL DEMANDS

  • Regularly sit, use a computer, review detailed electronic and paper records, and communicate by telephone, video, email, and in person.
  • Frequently perform close visual review of contractual, pricing, regulatory, and operational information.
  • Occasionally stand, walk, bend, reach, and move through office, warehouse, and manufacturing areas.
  • Occasionally lift or move records, laptops, or materials weighing up to 15 pounds and travel to customer, government, or program locations.

WORK ENVIRONMENT

Work is performed primarily on site in an office environment with periodic visits to warehouse and manufacturing areas. The employee must follow posted safety requirements and use assigned personal protective equipment. Occasional travel and schedule flexibility may be required to meet contractual or customer deadlines.

FLSA STATUS

Exempt - Administrative. The role's primary duty is office and non-manual work directly related to management and general business operations and includes discretion and independent judgment on significant contractual, regulatory, pricing, compliance, and business matters. Exempt treatment requires confirmed payment on a qualifying salary basis at or above the applicable salary threshold.
