ARS has an exciting new opportunity for a Contracting Specialist in support of Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) Program Executive Office – SOF Warrior (PEO-SW). Responsibilities:
- Independently and proficiently conducts appropriate research using acquisition resources (e.g., FAR, DFARS, SOFARS, and other regulatory guidance) to provide informed guidance and applicable courses of action (COAs) to a wide range of customers.
- Independently prepares pre-solicitation documentation to include, but not limited to: Determinations and Findings (D&F) and Small Business coordination (DD Form 2579).
- Staff pre-solicitation documentation for appropriate review and approvals, and posts applicable notices as required.
- Independently prepares solicitations and amendments in Procurement Desktop Defense (PD2) (or relevant contract writing system) for Procurement Contracting Officer (PCO) review and approval; staffs all solicitation/amendment documentation for appropriate review/approvals and posts notices as required.
- Conducts price and cost analysis; uses a variety of techniques (including coordination with DCAA and/or DCMA as necessary) to determine fair and reasonable prices.
- Independently reviews evaluation input from a variety of sources (e.g., technical program office and DCAA personnel), provides necessary feedback, and prepares negotiation positions (e.g., PNM and BCM) for PCO review and approval.
- Independently prepares contract awards/agreements and amendments in PD2 (or relevant writing system) for PCO review and approval; staffs all award/amendment documentation for appropriate review/approvals and posts notices as required.
- Independently prepares post-award documentation to include, but not be limited to, contract modifications and memorandums for the record.
- Independently and proficiently conducts all contract administration functions retained by USSOCOM.
- Establishes and maintains quality contract files that are auditable, repeatable, and defensible.
- Actively participates in IPTs and guides and assists team members, technical program personnel, sales representatives, local suppliers, and/or contractors on acquisition and business-related issues in a professional manner.

Requirements:
Minimum Qualifications
Citizenship: Must be a U.S. Citizen.
Clearance: Must possess and maintain a Secret clearance.
Certifications: DAWIA Practitioner Level II (or DAWIA Level II equivalency) in Contracting
Education: Bachelor’s degree in business or a business-related field preferred.
Years of Experience: Minimum of 10 years of DoD contracting experience to include:
- 5 years of experience in DoD acquisition contract execution
- Working knowledge of PD2, PIEE and/or other relevant contract writing systems (e.g., CON-IT/ECWMS).
- Knowledge of price/cost analysis sufficient to determine price reasonableness and support negotiation positions.
- Knowledge of funding rules associated with the obligation of multiple types of appropriations.
- Knowledge of contracting negotiation, administration, and termination principles applicable to a variety of contract types.
- Knowledge of contract types (e.g., fixed-price, cost reimbursement) and required clauses/special provisions.
- Knowledge of pre- and post-award procedures sufficient to award and administer firm fixed-price, cost, IDIQ, or other contracts of similar complexity.
- Knowledge of acquisition laws, policies, and regulations, including FAR, DFARS, and SOFARS.
- Weapon system support experience (i.e., contracting with PROC and R&D funding)
- Experience with OTAs, in addition to traditional (FAR/DFARS) contracting methods.
- Experience with contracting support to SOF organizations and operations
- Experience as a former Warranted Contracting Officer
- Experience as a Supervisory Contract Specialist

- Experience supporting SOF organizations and operations
- Experience as a Warranted Contracting Officer
- Experience as a Supervisory Contract Specialist
