POSITION SUMMARY
In anticipation of a Business Development Task Order, Amentum is hiring a Contracts/ Compliance Manager. In addition to all the necessary qualifications of a contracts professional, the selected candidate must be comfortable working in a dynamic and high-energy environment.
This position will be considered fully remote but must be able to accommodate the Eastern US time zone.
DUTIES:
Contract Negotiations and Management

Drafts, reviews and negotiates new contracts and contract changes orders in accordance with company policies, legal requirements, and customer specifications.

Advise management of contractual rights, obligations and risks.

Act as primary interface with customer for contractual issues; monitor contract and associated program to ensure that contractual obligations are communicated and understood.

Interacts daily and effectively communicates with operational and program leadership, functional support staff, government personnel, and partners on a variety of contract issues and provides broad technical contractual guidance to internal customers.

Professionally administers and ensures effective management of the overall contract through all stages of the project lifecycle to ensure compliance with all contractual requirements.

Oversees the evaluation of contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.

Assist in the preparation of and review all change order proposals, requests for equitable adjustment or claims and submits to the customer.

Prepares and / or provides information and reports for management use.

Prepares and distributes reports and statistical data to facilitate planning and maintenance of accurate contract records and files.

Enters and maintains contract data into knowledge management systems.
Business Development and growth

Develops initiatives to increase profitability and cash; establish and maintain excellent customer relations, both internally and externally; develop business strategies for new business opportunities; and on-contract growth.

Review complex domestic, international, or commercial proposals for compliance with requirements of Request for Proposal, with particular focus on identification and mitigation/elimination of proposal risk and contract execution risk.

Contributes to business development/proposal initiatives through development of questions resulting from detailed solicitation reviews, formulation of bid strategy, and ongoing assessment and communication of risk position through the proposal development process.

Provides expert advice and recommendations on proposed contract terms & conditions.

Tracks RFP modifications, questions and answers, submits proposals to the customer and performs all proposal follow up responsibilities.

Demonstrate the ability to be forward looking and contributes to process improvement, policy development, and other organizational initiatives as requested.
Training and Development

Leads, trains and develops the contracts team.

Deliver training to increase contracts knowledge and understanding and to ensure effective and efficient contract administration of assigned programs.

Contribute to the development and retention of Contracts talent.
Perform other duties and special projects as required.
REQUIREMENTS:
Minimum Acceptable Experience Level:
-
At least 7 years of progressive experience as a government contract professional.

Experience with varying contract types: fixed-price, cost, cost-reimbursable, time and material and incentive type contracts is required.

Proficient in leading negotiations, contract development, contract standards and language with expertise in government regulations (FAR, DFAR, Agency Supplements, etc.).

Prior experience in negotiating contracts with the United States Government is required.

Ability and willingness to travel to domestic and international austere environments as needed (up to 20%).
Education: A Bachelor’s degree in business or other related field from an accredited college is required.
Knowledge, Skills, and Abilities:

Must possess strong leadership and interpersonal skills, be very detailed orientated, flexible and have strong organizational and time management skills.

Strong communication and business writing skills and demonstrated experience drafting professional, concise and persuasive messages.

Ability collaborate, cooperation and interface with multiple levels of internal stakeholders, operations personnel and administrative staff are required.
Language Skills: Proficiency in written and oral English language.
