POSITION DESCRIPTION:

Pioneering Evolution is seeking and experience Contracts Analyst to provide comprehensive support to a Program Office on a major defense program. This includes monitoring and executing multiple contracts for Acquisition Category (ACAT) Programs, developing Request for Proposal (RFP) packages, and coordinating various contractual documents and processes. The ideal candidate will possess extensive experience in DoD contracting activities, a deep understanding of FAR, DFARS, and DoD 5000 series regulations, and the ability to work effectively with program managers, project officers, and technical subject matter experts. Other key responsibilities include: 

  • Assist with monitoring and execution of multiple contracts for ACAT Programs.
  • Track the status of contract funding, deliverables, and future actions.
  • Manage the Contract Data Requirements List (CDRL) review process and coordinate with industry to ensure contract deliverables are met on time and within budget.
  • Assist with the development of RFP packages, including Statements of Work (SOWs), DD254s, J&As, conduct market research, Independent Government Cost Estimates, etc.
  • Develop and coordinate contractual correspondence, technical instructions, and Contract Performance Assessment Reports (CPARs).
  • Draft and update acquisition documentation, such as Acquisition Plans and Acquisition Strategies.
  • Support the COR in day-to-day contract oversight, such as milestone tracking and CDRL initial review for compliance.
  • Assist with the development of contractual modifications and purchase requests.
  • Ensure compliance with FAR, DFARS, and other applicable regulations in all contractual actions.
  • Develop and coordinate acquisition products and efforts across the Program Office and PEO to ensure timely delivery.
  • Mentor technical IPTs and program staff on acquisition policy, procedures, and guidelines.

REQUIRED EXPERIENCE:

  • Minimum of 5 years’ experience supporting DoD contracting activities.
  • In-depth knowledge of FAR, DFARS, and DoD 5000 series regulations and laws.
  • Understanding of various contract types and acquisition approaches (e.g., FFP, CPFF, CPIF, full & open, blanket purchase agreements).
  • Experience drafting acquisition documentation including Acquisition Strategies and Acquisition Plans.
  • Experience advising senior-level program office staff.
  • Strong ability to convert technical requirements into executable frameworks and statements of work.
  • Excellent communication and writing skills, including proficiency in Microsoft Word, PowerPoint, and Excel.
  • Active Secret Clearance.
