The Contract Manager is responsible for all aspects of the execution, tracking and reporting of the contract and accounting process for Office of Refugee and Resettlement (ORR) funded programs. The Contract Manager works as a member of the Finance Department team. Primarily responsible for producing, overseeing and analyzing all necessary financial information coordinating other contractual reporting related to ORR funded programs. Maintain thorough and accurate contract and accounting records and provide technical assistance to Operations and Administrative Services staff as necessary and appropriate related to contract and fiscal requirements.

ESSENTIAL RESPONSIBILITIES:

  • Responsible for preparation of financial statements, ensuring proper coding and allocation of expenditures consistent with allowable uses of funds.
  • Monitor budget for actual performance and notify management of issues and/or concerns related to the operations of ORR funded programs. This includes, but is not limited to, monthly reporting of actual expenditures vs. ORR approved budgeted expenditures, identifying categories projected to be over/under budget and recommending changes to spending and/or contract budget amendments to ensure expenditures do not exceed funding approved by ORR.
  • Regularly reviews staffing reports, operating expenditures, capital requests, revenue, population, etc for appropriateness and consistency with ORR approved and internal budgets.
  • Coordinates with key personnel to support proper and timely expenditure of grant funds in compliance with applicable guidelines and budget deadlines.
  • Computes, prepares and submits for a federal indirect cost rate. Provides information on the rate with applicable agencies as required.
  • Attends professional development training and stay up-to-date on the Office of Management and budget (OMB) Circulars and their applicability to grant management related audit, federal regulations, state laws, ROP policies/procedures, and any workshops or seminars on grants/contract related to ORR funded programs.
  • Supports the CFO, Director of Business Operations and Initiatives, operational leadership and administrative program staff with annual budget analysis and preparation.
  •  Conducts monthly financial review meetings with ORR leadership.
  • Ensures the highest standards are maintained to prevent illegal, unethical, or improper conduct and to ensure the program remains in compliance with regulatory and contractual requirements, GAAP, accounting standards, OMB circular, knowledge of principles and practices of governmental accounting, and Rite of Passage policies and procedures.
  • Prepares for and assists with audits conducted by Federal, State and internal auditors.
  • Responsible for the review, preparation and tracking of all ORR funded program proposals, and contracts including new contracts, renewals, amendments, and extensions.
  • Documents key contractual requirements in all areas such as fiscal, programmatic, compliance, etc. Provides technical assistance to Operations and Administrative Services staff as necessary and appropriate related to contract requirements.
  •  Establishes and promotes positive relationships with ORR agency personnel.
  • Works in conjunction with the Corporate Business Manager assigned to the Southwest Region and provides the following for ORR funded programs:
  • Federal Financial Reporting.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in accounting or a related area is required.
  • Advanced Excel experience.
  • 3-5 years’ experience in grants/contracts financial management; including knowledge of budgeting and accounting procedures for grants/contracts. Direct experience with Office of Refugee & Resettlement (ORR) grants/contracts preferred.
  • Knowledge of Microsoft Office required. Knowledge of Great Plains preferred.
  • Skill in organizing resources and establishing priorities. Must be flexible and able to handle multiple priorities, with the ability to adjust to high pressure and rapidly changing business conditions.
  • Good interpersonal skills including the ability to interview potential employees if required.
  • Strong attention to detail and quality assurance.
  • Excellent writing skills and demonstrated knowledge of grammar and styles.
  • Strong time-management skill.
  • Diligence and self-motivation to complete assignments on-time with high quality standards.
