The Role
Under general direction, is responsible for coordinating, conducting, and processing contract initiation, monitoring or compliance activities, in accordance with the City's Aviation contracting policies and procedures, as part of the San Antonio International Airport Terminal Development Program (SAT TDP). Process documentation related to the bid and construction phases of projects and contracts/fee proposals for professional services. This position is fully onsite in San Antonio.

Essential Job Functions 

  • Implements the practices and procedures established for contract initiation, monitoring, or compliance.  
  • Ensure prime and subcontract agreements for professional services are executed and approved consistent with City policy. 
  • Performs initiation, monitoring, or compliance activities for Terminal Development Program Vendor contracts.  
  • Prepares detailed written reports and presentations regarding contracting projects.  
  • Provides technical assistance and direction regarding contract compliance.  
  • Provides staff support as required for special projects.  
  • Process improvements regarding existing contracting procedures.  
  • Coordinates with client (Aviation) regarding contract compliance issues and related matters.  
  • Develops contract compliance work plans and objectives.  
  • Conducts presentations regarding contracting projects. 
  • Performs related duties and responsibilities as required. 
  • Assist supervisor in administrative functions.  Prepare correspondence and perform other typing as required. 
  • Provide guidance on change orders and any additional construction submittals.  

Knowledge, Skills, and Abilities 

  • Knowledge of contract management standards, planning, solicitation processes, contract monitoring and compliance practices.  
  • Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to contracts (i.e. Buy America, DBE Compliance, Prompt Pay, Labor Interviews, etc).  
  • Ability to operate a computer keyboard and other basic office equipment.  
  • Skill in utilizing a personal computer and associated software programs.  
  • Ability to understand contract management data, documents, and reports.  
  • Ability to understand and interpret financial and cost accounting data.  
  • Ability to work independently and perform contract services projects from inception to completion.  
  • Ability to communicate effectively.  
  • Ability to maintain confidentiality of information.  
  • Ability to establish and maintain effective working relationships with co-workers and client, vendors and contract service providers, and the general public.  
  • Ability to perform all the intellectual and analytical requirements of the position, including decision-making. 

Qualifications
Qualifications 
  • High school degree (Associates degree a plus) 

  • 3+ years' experience in similar administrative functions 

  • Capable of entering data, preparing correspondence, maintaining filing system, operating standard office equipment, ability to type 30 wpm, and ability to perform mathematical calculations involving decimals and percentages.   

  • Ability to communicate in both oral and written manner with clients and all levels of staff using engineering, architectural and construction terminology.
