Cost & Commercial Assurance
  • Develop and verify detailed cost estimates and should-cost models for goods, works and services using market intelligence, historical data and technical inputs.
  • Perform cost and price analysis, benchmarking submitted bids against market rates, historical contracts and external cost data to support value-for-money decisions.
  • Evaluate the cost implications of variations, contract amendments and sourcing options, and provide commercial inputs to award recommendations and CRC submissions.
  • Monitor actual costs against approved budgets, identify variances and emerging financial risks, and recommend mitigation actions including contingency and cost optimization measures.

Supply Chain Intelligence, Category Management and Sourcing Strategy
  • Provide planning and cost controlling support for all projects which includes variation reporting, monitoring of milestone progress, etc.
  • Ensure effective project implementation support and ensure productive reports from the creation of Work Breakdown packages and schedule, monitoring of all related purchase and services status, delivery, invoice and closure of contracts.
  • Synthesizes information from multiple external sources e.g. SHA, IPA and articulates implications to WAPCo and its supply chain.
  • Develop key metrics for commercial benchmarking by analyzing market and competitor trends, their key drivers and how this impact on WAPCo’s supply chain.
  • Effectively deal with the potential risks associated with defined category and/or sourcing strategies e.g. HES, Ethics & Compliance, supply shortage, etc.
  • Proactively seeks input and coaching from peers and the CPM Manager to ensure maximization of value across the portfolio of categories.
  • Competently conduct effective discussions with key stakeholders and Contract Review Committee (CRC) members to develop and convey the business case and agreed way forward.
  • Contract Support Effectiveness: Timely completion of contracting tasks.
Supplier and Contractor Performance Management
  • Develops key metrics for contractor performance management by analyzing actual performance and comparing this to agreed deliverables or requirements.
  • Identify the cause of contractual variations and set clear cost expectations to supplier in line with budgetary constraints.
  • Apply all levers when developing and implementing a contract performance management framework e.g. risk management, business requirements, short- and long-term demand, spend profile, supply/demand forecast, supplier market trends, should-cost models, Enterprise-to-Enterprise supply chain analysis, external benchmarks, available value levers and availability of resources.
  • Support local contract implementation team and correct set-up of contractually agreed items in the Enterprise Resource Planning (ERP).
  • Identify the interdependencies between relationship management, contractor management principles, behaviours, plans and techniques.
  • Keen understanding of key business drivers, current business priorities and critical issues of the WAPCo Business(es)/Function(s) with which they are involved.
  • Verifies that all documentation and proper quotations are maintained and filed according to Policy and Procedure requirements.
  • Delivers on commitments, engendering confidence, credibility and trust.
  • Vendor Communication: Clear and accurate liaison with French-speaking vendors, minimizing misunderstandings attributable to language barriers.
System Processes, Data and Information Management
  • Coordinate and work with the project management team to resolve contract issues and ensure timely delivery/completion of the project work.
  • Coordinate and support the finance control and treasury where necessary to address contractual issues to enable timely payments.
  • Use AI or digital translation tools for translating documents/correspondence from English to French and vice versa.
  • Provide cost control and planning advice to the internal Project Management Team as and when required.
  • Ensure that all contractual dates are updated in Enterprise Resource Planning System according to the agreed contractual milestone dates.
  • Enthusiastic and proactive at engaging with colleagues on the importance of information management, Continuous Improvement and Data Quality Assurance to drive Operational Excellence across all processes.
  • Competently apply relevant laws applicable to information management and identify key risks as a result of operations and processes in the organisation.

Business Partnering
  • Initiates cross-Business/Function and/or external collaborative efforts that significantly benefit the bottom line of WAPCo.

Deal Making and Negotiations
  • Coordinate development and issue of tenders, evaluation, and finalization of contracts, prepare and issue contracts, termination, and suspension, disputes management, notification for commencement and closeout of contracts.
  • Able to achieve established short- and long-term smooth running of the contracts, mitigate potential claims, and manage variations.
  • Develop and execute negotiation strategies for low/medium complexity services, based on the sourcing strategy and supply chain intelligence, e.g. information gathered from analysis of the industry, supplier, WAPCo's total costs of ownership, historical pricing trends, WAPCo's business, and commercial, technical and non-technical risks.
  • Identify and resolve conflicting negotiation positions while maintaining relationships.
  • Ability to judge accurately when subject matter expertise is required to further develop and execute negotiation strategy.
  • Understands the commercial and legal impact of conceding standard contract terms during negotiations and recognizes when to obtain Subject Matter Expert advice or sign-off.
  • Competently explain the purpose of all contract provisions and independently defend and assertively respond to challenges raised by internal and external parties.
  • Define the impact of category-specific risk and insurance issues with each transaction.
Working Experience and Academic/Educational Background

Degree or HND in Contracting and Procurement/Supply Chain Management with specialization in Contracting/Procurement, Quantity surveying, Engineering or related discipline Membership of Chartered Institute of Procurement and Supply (CIPS) or Royal Institute of Chartered Surveyors (RICS).

Minimum of 5 years relevant work experience in Contracting and Procurement role. Certification in cost engineering or cost estimation, such as Certified Cost Professional (CCP), Certified Estimating Professional (CEP), or Certified Cost Technician (CCT).

English Proficiency: Minimum Level: At least C1 (Advanced) on the CEFR scale or equivalent (IELTS 7.0+, TOEFL iBT 95+) in speaking, listening and writing

French Proficiency: Minimum Level: At least C1 (Advanced) on the CEFR scale or equivalent (DALF C1/C2; TEF/TEFaQ/TCF: C1) in speaking, listening and writing.

Skills Required: Speaking & Listening: Ability to participate in meetings, understand instructions, and engage in workplace conversations.

Reading & Writing: Ability to read contracts, emails, and write reports clearly.
