The Compliance Officer is responsible for overseeing inspections, reporting, and field and administrative compliance activities to ensure transportation providers operate in accordance with company policies, contractual obligations, and all applicable federal and state regulations.
This position conducts on-site inspections of provider vehicles, evaluates driver performance, monitors service quality, and ensures compliance with safety standards, ADA requirements, Department of Transportation (DOT) regulations, and Non-Emergency Medical Transportation (NEMT) program requirements. The Compliance Officer also serves as a trainer and liaison to transportation providers, facilitating driver education and promoting continuous improvement in safety, compliance, and operational excellence.
Essential Duties and Responsibilities:- Review statewide inspection reports and monitor upcoming inspection expirations.
- Audit employer and provider records to ensure accidents, traffic violations, medical certifications, and driver qualifications are maintained in accordance with federal and state regulations.
- Interpret applicable transportation regulations and recommend corrective actions and self-inspection methods to achieve voluntary compliance.
- Conduct comprehensive inspections of provider vehicles, including:
- Brakes
- Tires
- Lights
- Directional signals
- Exhaust systems
- Warning devices
- Safety equipment
- Measure interior and exterior vehicle noise levels and evaluate emissions control systems.
- Determine vehicle gross weight and axle weight distribution using portable scales when required.
- Review driver logs, permits, licenses, and Hours of Service documentation to verify regulatory compliance.
- Remove vehicles or drivers from service when violations of applicable transportation regulations are identified.
- Conduct field observations by accompanying transportation providers to evaluate driver performance, passenger interactions, safety practices, and compliance with contractual requirements.
- Lead Non-Emergency Medical Transportation (NEMT) provider training programs using the organization's approved training curriculum.
- Ensure providers and drivers remain compliant with vehicle, driver qualification, contractual, ADA, DOT, and company requirements.
- Conduct Passenger Assistance Safety and Sensitivity (PASS) training.
- Conduct Basic First Aid and CPR training.
- Conduct Defensive Driving training.
- Recommend best practices and provide remedial training to improve safety, compliance, and service quality.
- Investigate accidents, incidents, complaints, and service failures and prepare detailed written reports.
- Promote a strong culture of safety through observations, evaluations, coaching, and participation in safety meetings.
- Report provider and driver performance concerns to management and recommend corrective actions.
- Provide feedback and recommendations regarding transportation technology platforms and driver support systems to improve operational efficiency.
- Respond to provider, fleet, and training-related issues after normal business hours and on weekends, as needed.
- Serve as the primary point of contact regarding inspections, compliance, and training for internal departments and transportation providers.
- Ensure provider documentation, certifications, insurance, and vehicle records remain current and compliant.
- Maintain accurate inspection, audit, and training records.
- Follow all company policies, procedures, and safety guidelines.
- Demonstrate sound judgment, critical thinking, and problem-solving skills while working independently or as part of the Compliance team.
- Maintain regular, reliable attendance.
- Perform other duties as assigned.
- High School Diploma or GED required.
- Valid driver's license with a clean driving record.
- Ability to read, interpret, and apply federal, state, contractual, and company regulations.
- Ability to prepare accurate reports, correspondence, and documentation.
- Strong presentation and public speaking skills with the ability to effectively train individuals and groups.
- Ability to obtain the following certifications within designated timeframes:
- Passenger Assistance Safety and Sensitivity (PASS) Instructor
- Basic First Aid and CPR Instructor
- Certified Defensive Driving Instructor
- Strong organizational, analytical, and time-management skills.

- Ability to handle confidential information with professionalism and discretion.
- Ability to work independently while collaborating effectively with cross-functional teams.
- Ability to travel extensively, including overnight travel.
- Ability to work evenings, weekends, holidays, and extended hours as business needs require.
- Ability to perform effectively in fast-paced and high-pressure environments.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
- Associate degree from an accredited college or university in Transportation, Logistics, Business Administration, Public Administration, Safety, or a related field; or equivalent professional experience.
- Two or more years of experience in transportation operations, fleet management, compliance, field inspections, logistics, or safety.
- Three or more years of instructor-led training experience in both classroom and hands-on environments.

- Two or more years of relevant experience in transportation, compliance, fleet operations, inspections, training, logistics, safety, or a related field preferred.
