Position Overview

PHIL is seeking a Compliance Manager to oversee pharmacy regulatory compliance, ensuring adherence to Board of Pharmacy regulations, HIPAA, CMS, PBM guidelines, and other regulatory requirements. This role will focus on license maintenance, compliance audits, regulatory reporting, and managing external inspections. Reporting to the Head of Compliance, you will be responsible for maintaining PHIL’s pharmacy licenses, supporting regulatory audits, and acting as a subject matter expert on compliance-related workflows.

This is an exciting role that offers the opportunity to make a significant impact on the success of PHIL. As the Compliance Manager, you will be responsible for:

Responsibilities

  • Manage and maintain Board of Pharmacy licenses for facilities and individual users across multiple states (e.g., OH, AZ).

  • Oversee license renewals, submissions, and compliance record-keeping.

  • Conduct continuous compliance audits and recurring facility self-inspections to ensure adherence to state regulations.

  • Act as the primary point of contact for regulatory agencies, including Board of Pharmacy inspections (scheduled & unscheduled), inquiries, and complaint investigations.

  • Be available on-site for regulatory inspections, acting as the authorizing signer and ensuring thorough documentation of inspection outcomes.

  • Work closely with PHIL’s legal team to document and implement Corrective Action Plans (CAPs) in response to compliance issues.

  • Stay updated on state and federal pharmacy regulations, coordinating with facility PICs to implement necessary policy and procedural updates.

  • Serve as the subject matter expert (SME) for internal compliance workflows impacting Board of Pharmacy-related fields and queues.

  • Support HIPAA compliance efforts, including incident monitoring, training, and enforcement of corrective actions.

  • Manage Caremark and other PBM regulatory reporting, ensuring compliance through audits and training initiatives.

  • Handle regulatory communications and documentation related to subpoenas, attorney general inquiries, and other legal requests.

  • Address client and customer escalations related to pharmacy compliance and regulatory interpretations.

  • Develop and maintain policies and procedures (PnPs) to ensure compliance with new and existing regulations.

Qualifications

  • Bachelor’s degree in Healthcare Administration, Compliance, Pharmacy, or a related field (or equivalent experience).

  • Minimum 8 years of professional experience in pharmacy compliance, regulatory affairs, or legal/compliance roles within healthcare or pharmaceuticals.

  • Deep knowledge of Board of Pharmacy regulations, including licensing, audits, and site inspections.

  • Experience managing HIPAA, CMS, PBM regulations, and other healthcare compliance frameworks.

  • Strong ability to analyze and interpret regulatory changes and develop policies to maintain compliance.

  • Experience working with SectyrHub or similar compliance management tools.

  • Excellent communication skills, with the ability to collaborate across legal, pharmacy operations, and regulatory teams.

  • Ability to work on-site as needed for inspections and regulatory meetings.

Nice-to-Have (But Not Required)

  • Experience in B2B enterprise healthcare startups.

  • Familiarity with VerifyComply or similar compliance tracking systems.

  • Prior experience handling client-facing regulatory compliance requests.
