Community Liaison Director

Department: Community Engagement / CCBHC
Reports To: Chief Operations Officer
FLSA Status: Exempt, Full-Time

General Purpose

The Community Liaison Director serves as Solvista Health's lead for community engagement, outreach, client advocacy, and stakeholder relations. Developed in response to needs identified through the CCBHC Community Needs Assessment, stakeholder feedback, and client voice, this position strengthens community awareness, reduces barriers to care, and ensures community and client perspectives help shape service delivery and organizational priorities.

The Community Liaison Director serves as the primary point of contact for community partners, oversees the Member Advisory Council, supervises Community Liaisons and Health Navigators, and works closely with the Continuous Quality Improvement (CQI) team to identify and address community-facing gaps and barriers to care.

Essential Duties and Responsibilities

Community Outreach and Partnerships

  • Serve as Solvista Health's primary community liaison and ambassador.
  • Develop and maintain collaborative relationships with community partners, healthcare providers, schools, advocacy organizations, and other stakeholders.
  • Lead community outreach, education, and engagement activities that increase awareness of behavioral health services.
  • Represent Solvista Health at community meetings, coalitions, public forums, and outreach events.
  • Support Community Needs Assessment priorities and initiatives designed to improve access to care.

Member Advisory Council

  • Lead the development, coordination, and facilitation of the Member Advisory Council (MAC).
  • Recruit and support council members to ensure meaningful representation from individuals served by the organization and their families.
  • Facilitate meetings and gather feedback regarding service needs, barriers to care, and opportunities for improvement.
  • Ensure Member Advisory Council recommendations are communicated to leadership and incorporated into quality improvement and strategic planning efforts.
  • Communicate organizational improvements made in response to member and stakeholder feedback.

Client Advocacy and Community Voice

  • Provide leadership for Solvista's client advocacy efforts and serve as a champion for person-centered care.
  • Support the collection, review, and reporting of client concerns, complaints and grievances.
  • Identify trends in client experience data and collaborate with leadership to improve access, engagement, and service quality.
  • Partner with the CQI Lead to analyze community feedback, satisfaction surveys, and advocacy activities to identify opportunities for improvement.
  • Promote awareness of client rights, grievance processes, available services, and community resources.
  • Ensure client and community voice is incorporated into organizational planning and service improvement efforts.

Leadership and Supervision

  • Provide leadership, coaching, and supervision to Community Liaison/Health Navigators
  • Oversee outreach, engagement and navigation activities to ensure effective service delivery and alignment with organizational goals.
  • Support staff in developing community partnerships and resolving barriers to care.
  • Collaborate with organizational leaders to identify service gaps and opportunities for improvement.
  • Participate in leadership meetings, community meetings, and grant-related activities.
  • Perform other duties as assigned.

Requirements

Qualifications

Education

Bachelor's degree in behavioral health, social work, public health, healthcare administration, communications, community development, or a related field required.

Experience

Three years of experience in community engagement, advocacy, behavioral health, healthcare, public health, or a related field.

Experience building community partnerships and facilitating stakeholder groups.

Supervisory experience preferred.

Experience with quality improvement, client advocacy, or grant-funded programs preferred.

Knowledge, Skills, and Abilities

Strong relationship-building and collaboration skills.

Excellent communication, public speaking, and facilitation abilities.

Knowledge of behavioral health systems, community resources, and person-centered care principles.

Ability to analyze feedback and translate findings into meaningful improvement efforts.

Strong organizational and project management skills.

Skills Required
