Summary:

The North Central District Health Department is currently accepting applications for a full-time Director of Clinical Operations to serve on its Executive Leadership Team based at the District Office in Shelbyville, KY. This is a senior executive role — functionally comparable to a Chief Operating Officer — with oversight of approximately half of the District's workforce of 50 employees across a four-county service area.
General Duties: Directs three division leaders as direct reports with indirect oversight of their combined divisional staff in the areas of: Clinic Nursing Services, Clinic Support Services and Environmental Health Services. Administers full financial and operational accountability for these divisions, including budget development and management of program plans. Partners with the Public Health Director and the District Board of Health on organizational strategy, community engagement, and budget priorities. Leads strategic planning and long-range operational forecasting for clinical and environmental health services across the District's four-county footprint. Reviews and evaluates the performance activities of employees providing various services and programs offered by the health departments spanning four counties. Sets and maintains appropriate administrative procedures and policies for the operation of the agency with the Public Health Director. Ensures agency-wide compliance with federal, state and local laws, statutes, administrative regulations and programmatic policies. Meets with Board of Health to describe and discuss activities of the agency. Represents the agency at community, regional, and state-level meetings and serves as a public-facing advocate for the District's clinical and environmental health programs.
Minimum Education, Training or Experience: Master’s Degree, from an accredited college or university in Public or Community Health, Health Care Administration, Business or Nursing Administration, Nursing Education or other related degree. Must have at least five (5) years of experience in Public Health or other health-related occupations, two (2) of which must have been in a supervisory or management capacity. Public Health and/or Clinical Nursing experience a plus and preferred.
Substitution Clause for Required Education: A Bachelor’s Degree, from an accredited college or university in Public or Community Health, Health Care Administration, Business or Nursing Administration, Nursing Education or other related degree with at least seven (7) years of experience in Public Health or health related field, four (4) of which must have been in a supervisory or management capacity.
Starting Salary Range: $46.21 - $50.95 per hour ($90,109.50 - $99,352.50 annually)

  • Has overall responsibility for the administrative services and functions to provide support of the day to day operation of the agency and meet the various federal and state requirements, including financial management, personnel administration, purchasing, facilities, data processing, inventory, contract services, leases, procurement of goods, services, land, real property etc.

  • A Bachelor’s degree in Business Administration, Public Administration, Public Health, Community Health, Accounting, Human Resource Management, Industrial or Labor Relations.

EXPERIENCE:
  • Five (5) years of experience in an administrative or management capacity, where finance, budgeting, personnel, or other health related planning responsibilities have been demonstrated.

  • A Master’s degree with a major in Business Administration, Community Health, Public Health, Accounting, Human Resource Management, Industrial or Labor Relations and one (1) year of experience in an administrative or management capacity where finance, budgeting, personnel, or other health related planning responsibilities have been demonstrated will substitute for the required education.

  • Directs the activities of employees in providing medical and environmental programs and services, directs the financial management functions of a division, reviews, approves and monitors program plans for the various services and programs provided by the health department, evaluates employees’ job performance, maintains appropriate administrative procedures and policies for the operation of the division.   Ensures LHD compliance with federal, state and local laws, statutes, administrative regulations and programmatic policies to ensure conformance and efficient operation of the division, meets with Board of Health to describe and discuss activities of the agency.  Promotes the services of the health department within the community and attends various meetings at the local, regional and state level and analyzes strategies for determining clinical operations and budget priorities.
