You will acquire, validate, structure, and govern the federal telecommunications datasets that power the Government's infrastructure mapping platform — designing the data architecture that analysts and national decision-makers depend on during emergencies.Responsibilities
- Acquire, update, validate, and maintain Federal Government telecommunications usage and capacity data on at least a semi-annual basis, managed for use within the Government's infrastructure mapping platform
- Author and maintain the Infrastructure Data Structure (IDS) Design Description, including the data schema, data system architecture, data dictionary, and Data Management Plan
- Deliver dataset design and specifications for Government approval prior to any dataset updates on production systems, ensuring alignment to enterprise IT data lifecycle requirements
- Conduct dataset development and testing within designated Government IT infrastructure, including storing raw datasets and data feeds on enterprise systems
- Ensure all dataset development, data integration, validation, and testing align to enterprise data architecture, schema, and testing requirements
- Build and maintain repeatable data pipelines for ingest, transformation, validation, and quality assurance of large geospatial and telecommunications datasets
- Provide complete documentation and annotated source code for all data supporting the mapping platform, including data dictionaries and frameworks
- Integrate additional telecommunications resource data into the IDS as new sources become available
- Support analyses before, during, and after national security and emergency preparedness (NS/EP) events by ensuring current, validated data availability, including surge support outside normal business hours
- Prepare data holdings, documentation, and schemas for Government or successor handover during any transition period
- Active, final Top Secret/SCI clearance granted by the U.S. Government; U.S. citizenship
- Bachelor's degree with seven (7) years of specialized experience, Master's degree with five (5) years, or eleven (11) years of equivalent specialized experience
- Demonstrated experience designing, implementing, operating, maintaining, and repairing geospatial databases
- Expertise in data schema design, data system architecture, data formats, and data structures for large mission datasets
- Experience with ESRI enterprise geodatabases and ArcGIS Enterprise data management
- Demonstrated experience managing and analyzing a full range of classified and sensitive unclassified mission-related data
- ETL / data pipeline development experience (Python strongly preferred)
- Experience producing formal data documentation: data dictionaries, design descriptions, and data management plans to Government acceptance standards
- Working knowledge of Public Switched Network (Internet, PSTN, wireless) data and analysis procedures, or demonstrated ability to rapidly master telecommunications datasets
- Availability for after-hours, weekend, and holiday surge support during NS/EP events
- Experience with telecommunications, utility, or critical infrastructure datasets and their governance
- Experience under DHS or intelligence community data lifecycle and data governance frameworks
- Advanced SQL and enterprise geodatabase administration
- Automated data validation and quality assurance frameworks
- Experience supporting analytic platforms or common operating picture environments
Skills Required
