Requirements
- Oversee the valuation and assessment of all real property in Northumberland County.
- Ensure compliance with state and local laws regarding property assessments.
- Supervise and manage assessment staff.
- Develop and implement assessment policies and procedures.
- Provide technical guidance on complex property tax matters.
- Serve as the primary point of contact for property owners and other stakeholders regarding assessment inquiries.
- Performs related work as required.
Knowledge, Skills, & Abilities:
- Knowledge of the principles, practices, methods and techniques of real property appraisal.
- Knowledge of the State and County laws, regulations and policies governing real property appraisal.
- Knowledge of the types and methods of instruction used in industrial, commercial and residential property.
- Skill in the evaluating of all types of real property for tax purposes.
- Ability to explain assessment and appraisal procedures and to deal with the public in a courteous and effective manner.
- Ability to assign and review the work of subordinate technical staff.
- Ability to express ideas effectively, both orally and in writing.
Education and Experience:
- CPE Certificate preferred
- Strong knowledge of property tax laws, assessment practices, and appraisal methods.
- Experience in a supervisory role or leadership capacity is preferred.
- Excellent communication and organizational skills.
- Ability to work independently and as part of a team.
- Strong problem-solving skills and attention to detail.
