The Role

The CDBG Grants Manager supports disaster recovery programs in Central and West Florida. Additionally, this role will support new multifamily housing, multifamily rehabilitation, infrastructure improvements, public services, and public facilities projects.

This position is responsible for project-level management and compliance oversight to include: monitoring program activities; providing technical guidance to clients; supporting program design; and ensuring funded activities meet CDBG-DR eligibility and align with approved action plans. The incumbent may also support development of program policies and procedures, procurement documents, and related grant administration materials.

Preferred candidate will reside in Tampa Bay or Orlando.

Job Duties

Program Compliance & Eligibility

  • Reviews client-proposed projects and activities to verify eligibility under CDBG-DR regulations, HUD guidance, and applicable state/local policies
  • Advises clients on national objective requirements, duplication of benefits (DOB) determinations, and tie-back documentation
  • Monitors program activities for compliance with federal cross-cutting requirements, including procurement, environmental review, fair housing, Section 3, and Davis-Bacon
  • Supports audit and monitoring readiness by ensuring client files are complete and properly documented within the system of record

Project-Level Management

  • Reviews and tracks project documentation, funding requests, and contract deliverables to support compliance and performance standards
  • Assists clients in resolving compliance issues or eligibility questions in real time to prevent disallowed costs
  • Reviews project invoices

Policy and Procedure Development

  • Drafts and refines program policies, procedures, and implementation manuals to align with HUD and state guidance
  • Conducts policy and processes reviews to identify opportunities for program improvement and efficiency

Procurement and Solicitations

  • Develops and drafts solicitations (e.g., RFAs, RFPs, IFBs) that meet federal, state, and local procurement requirements
  • Reviews and evaluates proposals or bids for eligibility, cost reasonableness, and alignment with program objectives
  • Provides procurement and contracting guidance to client agencies to ensure compliance with 2 CFR 200 and HUD procurement standards

Documentation and Reporting

  • Maintains organized project records within the system of record and/or client database to support clear audit trails
  • Prepares and reviews program reports, project summaries, and funding analyses for client and regulatory reporting
  • Supports clients in drafting action plan amendments, performance reports, and closeout materials
  • Other duties as assigned

Supervisory Responsibilities:

  • May supervise production and administrative staff

Qualifications, Knowledge, Skills and Abilities

Education:

  • High School Diploma (or equivalent), required
  • Bachelor’s degree in Public Administration, Urban Planning, Business, or Finance, OR four (4) to six (6) years’ experience in Public Accounting or Professional Services industry, preferred

Experience:

  • Minimum five (5) years of grants or program management experience, including three (3) or more years of direct CDBG-DR or CDBG experience, required
  • Demonstrated experience supporting HUD-funded projects such as housing rehabilitation, infrastructure, and public facilities, required
  • Experience supporting state or local government agencies as a consultant or technical assistance provider, preferred
  • Experience reviewing or developing construction scopes, cost estimates, or procurement packages, preferred

License/Certifications:

  • N/A

Software:

  • Proficiency with Microsoft Office, required
  • Familiarity with HUD-compliant data management systems, required 

Language:

  • N/A

 Other Knowledge, Skills, & Abilities:

  • Strong working knowledge of HUD regulations and guidance, including 24 CFR Part 570, 2 CFR 200, and Federal Register CDBG-DR notices
  • Familiarity with CDBG-MIT or other HUD disaster recovery/mitigation programs
  • In-depth understanding of CDBG-DR compliance, eligibility, and documentation requirements
  • Ability to interpret and apply federal guidance to project-level scenarios
  • Strong writing skills, including drafting policies, procedures, and procurement documents (RFAs/RFPs/bid specifications)
  • Strong analytical and organizational skills with attention to detail and accuracy
  • Ability to work collaboratively with government staff, engineers, and consultants in a fast-paced, deadline-driven environment
