Job Description

The Campus Mobility Manager is a crucial role tasked with overseeing and enhancing transportation and mobility services across the campus to improve accessibility, efficiency, safety, and sustainability. This role involves strategic planning and implementation, program management, fleet management and regulatory compliance, traffic design and regulation, research partnership(s), stakeholder engagement, and sustainability initiatives, all aimed at fostering a resilient and effective campus environment.

Key Responsibilities:

Strategic Planning and Implementation:

  • Develop and execute comprehensive mobility strategies aligned with the campus’s sustainability, safety, and efficiency goals.
  • Utilize data collection and analysis to guide strategic investments in transportation systems and operations.

People Management:

  • Serve as direct supervisor to the Campus Mobility and Fleet team including development of a positive work culture, conflict resolution, and training.
  • Assess employee performance, conduct performance evaluations, and provide coaching and feedback.

Fleet Management:

  • Manage the maintenance, repair, and operation of a diverse fleet, including passenger vehicles, shuttles, and other mobile equipment.
  • Oversee electric vehicle charging stations, ensuring optimal operation and compliance.

Traffic Design and Engineering:

  • Collaborate with engineers and facility staff to improve traffic flow and safety via infrastructure enhancements.
  • Design and implement traffic management and parking solutions, tailored to the needs of the campus.

DOT/Traffic Regulatory Compliance:

  • Ensure all transportation activities comply with DOT regulations and other standards.
  • Ensure campus traffic, roadways, walkways, parking, and signage comply with state and federal regulations and other standards.
  • Stay informed on regulatory changes and implement compliance strategies and training.

Program Management (Campus Mobility):

  • Manage mobility services such as shuttle routes, charter services, and pedestrian pathways.
  • Develop and monitor parking facilities and infrastructure, and employee commuting programs to reduce operational impacts.

Research and Innovation:

  • Lead partnerships to research and pilot innovative transportation technologies and practices.
  • Analyze commuter travel behaviors and trends to develop effective transportation demand management strategies.

Stakeholder Engagement:

  • Serve as the subject matter expert on transportation mobility options, coordinating with both internal departments and external agencies.
  • Engage with the campus community and external stakeholders to gather input and communicate transportation policies and changes.

Sustainability Initiatives:

  • Promote and implement sustainable transportation options through campaigns and incentives.
  • Support campus sustainability performance through data analysis and reporting.

Budget Management and Reporting:

  • Develop and manage budgets for transportation initiatives, ensuring fiscal responsibility.
  • Prepare detailed reports and presentations on program performance and strategic plans for campus leadership.

Basic QualificationsRelevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant PhD or equivalent relevant education/experience. Or, relevant JD or equivalent relevant education/experience. Complete understanding and wide application of technical principles, theories and concepts in the field. General knowledge of other related disciplines. Considerable knowledge of laws, regulations, principles, procedures and practices related to specific field. Strong leadership, project management and problem solving skills. Ability to use various computer software programs.

Additional Required Qualifications

  • Bachelor’s degree in Urban Planning, Transportation Engineering, Environmental Science, related field (s), and/or five years of related/equivalent work experience.

  • Prior people management/supervision experience, and/or experience overseeing the work of others in a formal setting.

  • Extensive experience in transportation planning, mobility management, or fleet management.

  • Expert knowledge of DOT regulations and compliance procedures.

  • Strong background in traffic design and engineering principles.

  • Proven ability to manage complex projects and multifunctional teams.

  • Strong analytical skills with proficiency in modern data analysis and GIS software.

  • Excellent communication and interpersonal skills, capable of leading through influence and collaboration.

  • Commitment to sustainability and innovation in transportation.

Annual Salary Range (based on full-time 40 hours per week)Job Profile: Manager I / Annual Salary Range: $79,600 - $143,300

NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
