The Business Systems Analyst VI – Enterprise Technology Metrics, Analytics & Governance will lead the definition, governance, standardization, adoption, and communication of enterprise technology performance metrics across Agile, SDLC, Engineering, Operations, Quality, Risk, Financial, and Workforce domains.

This role serves as the business owner for the Technology Metrics Framework, establishing metric definitions, business rules, calculation logic, thresholds, systems of record, reporting standards, governance routines, and executive reporting requirements.

The role functions as the primary translator between leadership reporting needs and technical implementation teams by defining what should be measured, why it matters, how it is calculated, who owns the data, and how insights should drive decision-making and continuous improvement.

Primary Focus

Enterprise technology metric strategy, governance, and standardization.

Definition of technology KPIs, KRIs, executive scorecards, and performance reporting frameworks.

Ownership of Tech ART Playbook metrics, Agile Operations metrics, SDLC metrics, and leadership reporting requirements.

Development of metric business rules, calculation logic, health thresholds, and systems-of-record standards.

Executive communications, training, adoption, and metric interpretation guidance.

Continuous improvement of measurement practices across Technology.

Key Responsibilities

Define, document, and govern enterprise technology metrics spanning Reliability, Delivery, Productivity, Quality, Risk, Financial, Talent, Agile Operations, and SDLC performance domains.

Establish enterprise standards for metric definitions, data ownership, business rules, thresholds, calculation methodologies, and reporting expectations.

Serve as the business owner for Technology leadership reporting capabilities, including Tech ART Playbooks, Agile Operations dashboards, SDLC scorecards, executive routines, and performance reviews.

Define systems of record across Jira, ServiceNow, Zephyr, GitLab, Power BI, SharePoint, Workday, Financial systems, and other enterprise platforms.

Develop metric catalogs that document purpose, calculation logic, filters, assumptions, limitations, data lineage, intended audience, expected actions, and escalation guidance.

Define measurement frameworks for Reliability, Stability, Change Success Rates, Incident Management, Service Levels, Delivery Predictability, Flow Metrics, Engineering Productivity, Quality, DORA Metrics, Financial Health, Workforce Health, and Agile maturity.

Establish governance and quality controls to ensure metric consistency, comparability, and executive confidence across all technology organizations.

Partner with leadership teams to define monthly, quarterly, and operational reporting routines that replace manual data collection with repeatable and trusted reporting processes.

Develop executive-ready narratives that explain trends, risks, performance drivers, improvement opportunities, and recommended actions.

Evaluate metric effectiveness and continuously refine KPIs to align with evolving organizational objectives.

Facilitate cross-functional working sessions to align stakeholders on metric definitions, reporting standards, and interpretation guidance.

Create training materials, communications, job aids, playbooks, and adoption strategies supporting enterprise rollout to Technology leadership audiences.

Support Agile Operations metric maturation and expand standardized metrics across Teams, ARTs, Domains, and Executive reporting layers.

Define future-state measurement capabilities including flow metrics, outcome metrics, SDLC compliance indicators, value-stream analytics, platform engineering metrics, and developer productivity insights.

Partner with the Lead Engineer to translate reporting requirements into actionable technical specifications, data requirements, and implementation roadmaps.

Required Qualifications

Combined minimum of 10 years'  higher education and/or operational/business analytics/systems development experience

Experience as a Senior Business Systems Analyst, Metrics Analyst, Reporting Analyst, Process Analyst, Governance Lead, Product Owner, or similar role.

Deep experience defining KPIs, KRIs, scorecards, dashboards, business rules, and performance measurement frameworks.

Strong understanding of Agile delivery, SDLC processes, engineering practices, software development metrics, and operational reporting.

Experience developing executive reporting, governance frameworks, and organizational performance measurement strategies.

Ability to translate complex business goals into measurable outcomes and actionable reporting requirements.

Strong facilitation, communication, stakeholder management, and executive presentation skills.

Experience documenting data definitions, metric standards, reporting requirements, and governance practices.

Preferred Qualifications

Experience with Jira, ServiceNow, GitLab, Zephyr, Power BI, SQL, Confluence, SharePoint, Snowflake, or enterprise analytics platforms.

Experience supporting Agile transformations, SDLC governance, technology operating models, or enterprise reporting programs.

Knowledge of DORA metrics, Flow Metrics, Value Stream Management, Agile metrics, software engineering effectiveness, and technology governance practices.

Experience within banking, financial services, technology governance, risk management, or enterprise transformation organizations.

Certifications such as CBAP, PMI-PBA, SAFe, PMP, Lean Six Sigma, ITIL, Agile, Data Analytics, or business architecture certifications.

M&T Bank is committed to fair, competitive, and market-informed pay for our employees. The pay range for this position is $123,600.00 - $206,000.00 Annual (USD). The successful candidate’s particular combination of knowledge, skills, and experience will inform their specific compensation.
