We are looking for an experienced Business Risk Manager to join our Business Risk Management (BRM) team.  The role leads the risk and control assessment and monitoring framework for the First Line of Defence (FLoD) within Global PBCOO in Singapore, covering key conduct, suitability, cross‑border and anti‑fraud risks across the front office. It designs and executes a risk‑based control monitoring programme and manages the FLoD Risk Scorecard to provide transparent, data‑driven oversight of control effectiveness and emerging issues for the Singapore booking centre. Operating as an autonomous individual contributor, the role develops thematic reviews, investigations and gap analyses and drives process and control enhancements through projects and change initiatives, without formal people or budget management. It collaborates closely with Second Line of Defence, Global Functions and other internal stakeholders to identify, assess and mitigate risks, and promotes a strong risk awareness and client fairness culture across the business. 

Main duties & responsibilities 
  • Designs and maintains a comprehensive risk and control assessment for all relevant risk types within the FLoD in Global PBCOO Singapore, ensuring effective oversight of the control testing programme and clear documentation of key controls and residual risks.

  • Leads and executes a risk‑based control monitoring programme across the function, selecting focus areas based on risk materiality and evidencing the adequacy and effectiveness of key controls through structured testing and reporting.

  • Drives and performs regular business controls and monitoring on areas such as Investment Suitability, Cross Border and Anti‑Fraud, producing management reports and proactive recommendations to strengthen the control environment and client outcomes.

  • Devises and conducts thematic reviews, investigations and gap analyses across FLoD activities to identify control weaknesses, process deficiencies and emerging risks, and follows through on remediation actions with accountable stakeholders.

  • Leads or actively contributes to projects and change initiatives to implement process and control enhancements, ensuring risk requirements are embedded in front‑to‑back workflows and that changes are aligned with internal policies and local regulatory expectations in Singapore.

  • Promotes and models a strong risk awareness and client fairness culture across the Global PBCOO Singapore business, using monitoring insights, training input and day‑to‑day interactions to challenge behaviours and reinforce conduct standards.

  • Collaborates and aligns closely with Second Line of Defence, Global Functions and other internal stakeholders to identify, assess and mitigate risks, ensuring appropriate controls are in place and that FLoD responsibilities are clearly understood and executed.

  • Challenges and escalates issues proactively, providing advice on risk and control matters and constructively challenging existing processes related to business activities where risk appetite, client fairness or regulatory expectations may be compromised.

  • Owns and manages the FLoD Risk Scorecard for Global PBCOO Singapore, ensuring proper tracking of metrics, timely execution of monitoring activities and data integrity so that management receives reliable, decision‑useful information on the risk and control profile.

  • Provides professional advice to front office staff on investment advisory activities to ensure compliance with internal policies, procedures and local regulatory requirements, acting as a trusted risk partner to the business.

  • Builds and sustains strong relationships and credibility with key internal stakeholders, including front office management, Second Line of Defence and Global Functions, to influence risk‑related decisions and secure buy‑in for control enhancements.

  • Guides and supports junior team members and new joiners, acting as a checker to ensure the quality and accuracy of reviews and fostering consistent standards in risk assessment and control testing, within an individual contributor career path.

  • Leads or co‑leads specific risk‑related projects and change initiatives to implement process and control enhancements within Business Risk Management and the FLoD in Global PBCOO Singapore, ensuring that project outcomes strengthen the control framework and client fairness.

  • Designs and delivers input into thematic reviews and investigations that may be triggered by incidents, regulatory feedback or internal

  • Undertakes any other duties within Business Risk Management as directed by the Head of Business Risk Management, where aligned with the role’s risk and control mandate.

Skills and experience

Professional Experience

  • 10+ years of business risk management experience in private banking / wealth management including:
    • Business risk management within private banking / wealth management, with exposure to FLoD risk frameworks, investment suitability, cross‑border and anti‑fraud topics.

    • Experience providing risk‑related advice to front office staff on investment advisory activities and control requirements

  • Strong analytical skills, able to interpret risk and control data and derive meaningful insights and recommendations.

  • Sound judgement in assessing risk, challenging the status quo and advising on process and control changes.
