- Conduct gap analyses between current operational processes and target-state workflows to identify areas requiring process redesign or technology enhancement.
- Support the Technology Assessment phase by mapping business processes to technical systems, identifying dependencies, and documenting integration requirements.
- Facilitate workshops, interviews, and working sessions with CAL FIRE subject matter experts to capture institutional knowledge during the Knowledge Transfer phase.
- Develop and maintain a Requirements Traceability Matrix (RTM) to ensure all stakeholder requirements are addressed throughout the project lifecycle.
- Analyze operational data, SLA metrics, and incident reports to identify performance trends and recommend process improvements during Operations Support.
- Coordinate User Acceptance Testing (UAT) activities, including test plan development, test case creation, and defect tracking.
- Prepare clear, concise briefings, status reports, and analytical summaries for both technical and executive audiences.
- Ensure all documented processes and requirements align with California state IT standards, public safety regulations, and applicable compliance frameworks.
Required Qualifications
- Bachelor’s degree in business administration, Information Systems, Public Administration, or a related field with 5 years’ experience.
- Minimum 5 years of business analysis experience, with at least 2 years supporting IT infrastructure, network, or public safety technology programs.

- Strong process modeling skills using BPMN or similar notation standards.
- Familiarity with NIMS/ICS operational frameworks and how they translate to technology requirements.
- Excellent facilitation, communication, and stakeholder management skills; ability to work effectively with both technical engineers and non-technical end users.
- Experience supporting government IT contracts and navigating state agency procurement and compliance requirements.
