ROLE & RESPONSIBILITIES: 

  • This position will be supporting Sparksoft's DSH Project. The ideal candidate will be required to/have experience in the following:
  • Solicit, understand, and document health insurance marketplace needs and customers' business requirements, processes and workflows.
  • Research market trends and the ACA landscape to enable development of timely, accurate, and relevant product features and requirements.
  • Work with developers to create the functional specifications that meet requirements,
  • Serve as a subject matter expert to assist developers building system functions, and work with the QA team to test the developed functionality.
  • Play a leadership role in a Product Development team that employs Scaled Agile Framework (SAFe) as its guiding process infrastructure.
  • Work closely with CMS, Business Development, and other Stakeholders PO’s, Developers, Testers, and Production Support through each stage of the software development lifecycle.
  • Demonstrate both existing and new functionality to the CMS stakeholders.
  • Perform market and competitive analysis to derive product requirements and contribute to product roadmaps.
  • Deliver precise functional specifications to include functional hierarchy, workflow, business rules, interface design and definitions, outstanding issues, data analysis, and data mapping to clients and development staff.
  • Be responsible for direct interaction with the federal agencies, to document interface requirements and facilitate integration testing activities.
  • Gather requirements and help build and document specifications for development.
  • Update and maintain Requirements Traceability Matrix.
  • Conduct gap analysis between application and stated customer requirements and collaborate with Architects and Developers to estimate project impact.
  • Work with Product Development, QA, and Production Support teams to communicate, verify, and test the desired functionality changes.
  • Develop detailed functional and operational knowledge of the federal marketplace data services hub and be able to perform collaborative service demonstrations.
  • Collaborate with other application development organizations to align with health insurance marketplace priorities and deliverables.
  • Assist in developing training materials and product documentation.
  • Manage multiple competing priorities through effective organization and communication.
  • Tracking project schedule and associated risks.
  • Support overall coordination between all involved parties, using Project Management skills and Techniques.
  • Perform any other project task(s) as assigned.

REQUIRED EXPERIENCE: 

  • 4 + years’ experience in the health care environment.
  • 3 years working in an agile environment, especially in the health care domain.
  • Strong knowledge of managing product builds teams.
  • Demonstrated experience of delivering similar engagements.
  • Candidates must be able to obtain and maintain a Public Trust clearance
  • Candidates must have lived in the United States 3 out of the past 5 years

PREFERRED EXPERIENCE: 

  • 7+ years in a product owner/Business Analyst role.

  • Bachelor's degree
