Torch Technologies is seeking a Budget Analyst 2 to provide comprehensive financial and analytical support to Government Program Lab Managers.  The candidate will assist both government and contractor leads in budget preparation, cost/schedule variance analysis, and financial performance management across multiple programs and labs.  The ideal candidate is detail-oriented, proactive, and possesses excellent analytical and communication skills, with a deep understanding of performance management and government funding processes.

As a Budget Analyst your duties will include the following, but are not limited to:

  • Support budgeting, cost tracking, reporting, and variance analysis for multiple labs.
  • Collaborate with lab managers and government leads to establish and maintain budget baselines.
  • Monitor and manage financial commitments to ensure program goals are met within scope and budget.
  • Track labor hours by employee and labor category; assess and project burnout dates.
  • Prepare executive-level budget presentations and reports.
  • Analyze budget performance, identify variances, and recommend corrective actions.
  • Estimate future budget needs in coordination with program stakeholders.
  • Ensure timely and accurate financial reporting to internal and external stakeholders.

Required Qualifications: 

  • U.S. Citizenship
  • Bachelor's Degree in Business Administration, a related field or equivalent experience.
  • 2+ years of experience in contract interpretation, budget development and administration of government projects.
  • Active DoW Secret clearance is it required to start
  • Proficiency in Microsoft Excel, including advanced spreadsheet and analysis capabilities.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities and deadlines independently.
  • Detail-oriented and highly organized.

Preferred Qualifications:

  • Experience with military service government funding and execution processes.
  • 5+ years of experience in contract interpretation, budget development and administration of government projects.
