GENERAL DESCRIPTION OF CLASS
The purpose of the class is to perform routine-to-complex technical accounting work in the processing of payroll for the Sheriff’s Department; to manage benefits programs for the department; to coordinate payroll and benefits activities with the County administrative departments as appropriate, and to perform a variety of other clerical task as assigned. The class works within a general outline of work to be performed, and develops work methods and sequences under general supervision. Reports to the Administrative Manager.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Records Worker's Compensation claims and serves as liaison with county Human Resources Department, caseworkers, and risk management personnel.
Manages FMLA leave requests and serves as liaison with the county HR management personnel.
Manages requests for military leave Military Leave requests and serves as liaison with the county payroll specialists.
Manages open enrollment for employee benefits and serves as liaison with the county HR management personnel.
Assists the Administrative Manager in maintaining the department's master personnel database and personnel files.
Assists new employees with onboarding, including accessing online databases, distributing credentials, etc.
Receives and responds to routine inquiries, concerns, complaints and requests for assistance from department employees, County staff and others in areas of responsibility.
Receives, reviews for accuracy and completeness all timesheet entries for employees and makes corrections; releases timesheets in the payroll system; coordinating payroll functions with County payroll specialists.
Establishes, maintains and updates Sheriff’s Department payroll records. Regularly provides payroll information and reports to the Sheriff or Chief Deputy.
Provides information and assistance to Sheriff’s Department employees with regard to pay and benefits issues.
Performs general clerical work as required, including but not limited to typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, preparing and processing mail, etc.
Attends training, meetings, workshops, etc. as necessary to enhance job knowledge and skills.

Requires summarizing, tabulating or formatting data or information in accordance with a prescribed schema or plan to facilitate the identification and extraction of useful information.
PEOPLE INVOLVEMENT:
Reports to the Administrative Manager and frequent communication with other team members. Requires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants.
INVOLVEMENT WITH THlNGS:
Requires handling or using machines requiring moderate instruction and experience such as computers, and software programs such as word processing, spreadsheets or custom applications.
COGNITIVE REQUIREMENTSREASONING REQUIREMENTS:
Requires performing semi-skilled work involving set procedures and rules but with frequent problems.
MATHEMATICAL REQUIREMENTS:
Requires using basic algebra involving variables and formulas and/or computing discounts and interest rates.
LANGUAGE REQUIREMENTS:
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format and grammar; speaking compound sentences using normal grammar and word form.
MENTAL REQUIREMENTS:
Requires doing clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention and constant prioritizing due to the requirements of short deadlines; and with concentration for accurate results or occasional exposure to unusual pressure.
VOCATIONAL EDUCATIONAL AND EXPERIENCE PREPARATIONVOCATIONAL/EDUCATIONAL PREPARATION:
Requires Bachelor's degree or education and training equivalent to four years of college education in business, accounting, human resources or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver's license.
EXPERIENCE REQUIREMENTS:
Requires a minimum of three years of experience.

Requires sedentary work that involves walking or standing some of the time and involves exerting up to 25 pounds of force on a recurring basis, and routine keyboard operations.

SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking abilities, color perception.
